Standing Resolution - Exterior Lighting Standards
(April 14, 2003)
Whereas designs for exterior lighting for homes in Back Creek Landing are required to be submitted for approval by the Back Creek Landing Community Service Association (CSA) Environmental Preservation Committee (EPCOM) and
Whereas the EPCOM and Community Service Association Board of Directors regard the addition of exterior lightings as being consistent with the design aesthetic and outdoor lifestyle desired by CSA members and
Whereas the EPCOM desires to facilitate the process of exterior lighting installation by residents,
Now Therefore Be It Resolved that .....alternative exterior lighting fixtures, in lieu of those originally provided by the Declarant, may be installed by CSA members subject to satisfaction of the following condition:
- A catalogue drawing and descriptive specification for the desired fixture(s) first shall have been submitted to and approved in writing by the Environmental Preservation Committee for conformity with overall lighting standards set [forth] below:
Alternate Wall Surface Mounted Fixtures
(as replacements for original porch or garage wall mounted fixtures)
- Wall mounting plate shall not exceed six inches (6") by six inches (6"), with the center of the fixture set at 6 feet - 8 feet above the garage or porch floor.
- Fixture dimensions shall not exceed an overall height of 16 inches and a width of 8 inches.
- Outer surface of fixture shall not protrude more than 12 inches from the wall surface.
- Glass lites of fixture shall be clear, milk or smoked glass. Tempered glass is recommended to lessen likelihood of breakage. Any glass coloring other than as listed above is not eligible for approval.
- Fixtures shall not have a reflector of any sort.
- Fixture finish may be either brass, antique brass, black, nickel/platinum, or a combination of brass and black, or nickel/platinum and black.
- Individual bulb wattage shall not exceed 60 watts. A decorative candle style bulb is preferred.
Alternative Post Mounted Fixtures
- Combined height of post and fixture shall not exceed six feet (6').
- The lantern post (exclusive of fixture) shall be black in color with a flat or semi-gloss finish.
- The post lantern fixture dimensions shall not exceed an overall height of fourteen inches (14") and a width of ten inches (10").
- Post lantern fixture type shall be the identical style as any alternative garage or porch fixture, if installed.
- Post lantern fixtures shall be activated only by switch and not by motion sensors.
- Glass lites shall be clear, milky or smoked in color. Any glass coloring other than as listed is not eligible for approval. Tempered glass is recommended to minimize the potential for breakage by wind damage or vandalism.
- Fixture finish may be either brass, antique brass, black, nickel/platinum, or a combination of brass and black or nickel/platinum and black.
- Bulb wattage shall not exceed sixty (60) watts. A decorative candle style bulb is preferred.
- No more than one (1) post lantern shall be installed per lot.
Security (Flood) Lighting
- Fixture finish shall be either dull aluminum or dark bronze, with the dull aluminum finish being preferred.
- Flood lights positioned on the front of the house or flood lights located on the side of the house which illuminate the front yard must be switched on and off by motion sensor during the normal course of operation. Flood lights illuminating rear or side yard areas need not be on motion sensors, but such activation is preferred.
- Flood light direction should be downward to achieve an effective lighting pattern on the homeowner's property and should avoid being directed so as to be a source of glare or annoyance to immediate neighbors or pedestrians on sidewalks. The CSA recommends that homeowners installing this type of lighting speak with immediate neighbors to insure that the directed light from flood lights is not an nuisance to them.
Walkway and Driveway Lighting (Low Voltage)
- To achieve sufficient illumination from low voltage lighting, fixtures should be within 24 inches of adjacent walk or drive surface.
- Height of low voltage fixture above adjacent surface shall not exceed twenty (20) inches.
- For proper illumination pattern, fixture spacing should be neither less than 36 inches nor greater than 72 inches.
- Fixture finish shall be either dark bronze, dark green or black and the fixture must include directional louvers which direct the illumination pattern downward.
- Low voltage walkway/driveway lighting should be switched on and off by means of photo cell or timer.
Landscape Lighting Fixtures
- Outdoor, ground mounted light fixtures installed for the purpose of illuminating landscaping shall be set per the manufacturer's recommendation in the vicinity of the foliage to be accented with light and direction of the light shall be upward.
- Fixture height above finished grade shall not exceed ten (10) inches. Recessed ground fixtures are recommended since hidden light sources are both more aesthetic and more difficult to vandalize.
- Fixture finish shall be either dark bronze, dark green or black.
- Fixture should be switched on and off by means of a photo cell or timer.
