Transfer of money - draft / proposed versus finite / final - (I did nit hear what the transfer was about)
Council of Aging - final ceremony - talking to Patsy Kraemer about using Town Hall
Attorney Lucarelli sent a letter to Town Council Rice on June 8 explaining possible conflict - he serves on Zoning Board of Appeals - he is also representing developer at Mill St / Brighams property - Rice determined that Lucarelli had no financial interest under ethics laws - BOS bolstered that opinion with a vote supporting the opinion
Hazard Mitigation Plan - brief overview from 2 planners of Metro Planning Organization - new legislation from FEMA in 2000 encourages this planning - natural threats are cataloged and analyzed - plan is good for 5 years - 89 critical facilities identified in Arlington - flooding is number 1 problem - earthquakes and hurricanes are rare - only 2 potential areas of development were identified - Symmes and brighams - Mugar site will be added - kneewall at Sunnyside Ave is a possibility - as is raising homes on stilts - pumps under railroad tracks (maybe Forest St and Brattle St ??) - one week of public review - will be placed on Town website - mahon will get paper copy - FEMA sometimes funds purchasing of homes or elevating homes - many months for MEMA and then FEMA review of the plan - homes in Norfolk Virginia are on 12 to 15 foot stilts - possibility of relocation of Town yard and building a flood storage area - Colonial Village Apartments still have 80 displaced families - Mahon wants Combined Sewer Overflows (CSOs) placed in the plan
Tree Committee volunteers introduced - NStar sometimes cavalierly trims trees - Norway Maples need to be replaced
ComCast received permission to do a trench cut near 25 Ridge St to replace some cable runs that went on the top of lawns
Mr Ridosha (?sp) from Columbia Road reported on grafitti on mass Ave mailboxes, Odd Fellows Hall, Town hall wall, Dallin sign, etc - Broadway Plaze has 4 fewer lights but lumens is the same - timing at Mass and Plsnt needs change for blind woman
Handicap parking spot approved for 191 Broadway at animal clinic for disabled people who bring service dogs for care
Zoning Board of review - relaxed ethics rule - special municipal employees
Elephant grass was cut on Sunnyside Ave by Spectra (gas line company)
922 PM - talk about new signs along bikepath to get bikers off the sidewalk by Uncle Sam - Town Manager Sullivan spoke of stepped up enforcement - 4 second delay will be added to left turns off Mass Ave to deconflict with pedestrians
Vote on coalition bargaining - accept Chapter 32 Section 19 and / or Chapter 32 B Section 19 E - this does not tie anyones hands it just allows all options to be brought to the bargaining table
The new Open Meeting Law will not go into effect until November 1 2010
New business - Hurd spoke of using Parking Control Officers as crossing guards - openings on ZBA will be advertised - Joe Curran will speak to School Committee tommorrow night about athletics fees - (something about "standard lease or leave - cant read my notes) - Sullivan going on vacation - Deputy Town Manager in charge - he was in attendance at the BOS meeting
