Panels should be diverse and must consist of at least three members.
While interviews may take place over multiple days, the same panel members should be present at each interview session.
Panel chair reviews the confidentiality statement with the panel members and obtains signatures.
Upon conclusion of the interviews, the panel members come to a consensus with respect to which candidate(s) will be recommended for hire.

The HR Specialist reviews the application and documentation, extends the offer and notifies the hiring manager of the proposed start date.
When possible, provide a written copy of the interview questions to the candidates during the interview.
Ask the questions as written to ensure each candidate is asked the same question in the same manner.
Promptly submit the recommendation documentation to Human Resources to ensure the candidate is contacted as quickly as possible.
Make certain the candidate's application is complete. If the candidate failed to provide transcripts, license or references it will delay processing. You may advise the applicant that we are interested in their candidacy and the documents must be submitted to HR in order to proceed to the next step.
Reference the IRC# in any correspondence with HR.

All employees must complete an FBI background check before they begin work.
HR Specialist schedules the employee's pre-screening appointment when the job offer is accepted.
Typically fingerprint reports are returned within 24-48 hours. In some instances, when the candidate has a common name; there are prior charges, regardless of conviction; or they have placed a fraud alert with the credit bureaus, the reports may be delayed 2-6 weeks.
If the delay necessitates a change in the employee start date, the HR Specialist will notify the supervisor.
Pre-Hire Drug Screening
According to R4-06-007 - Regulations Pertaining to Alcohol and Drug Free Workplace - states all applicants who hold or are required to hold a CDL as a condition of employment must submit a urine drug screen no later than the commencement of employment. Pre-hire drug screening will test for the presence of illegal drugs and substance and the illegal use of prescription drugs. This screen does not include an alcohol test. Potential employees who refuse to submit to this test will not be permitted to work for HCPS.
SharePoint is a program used to send electronic HR/Benefits information to new hires or employees moving into a full-time status. This allows the new employee the opportunity to to review and complete all of their onboarding paperwork in advance and submit them electronically. The HR Assistant will send the SharePoint link to the prospective employee for completion.

The Virginia Department of Education now requires school divisions to report the reasons personnel are leaving the division and/or the field of education. An online form streamlines that reporting. Principal seeks volunteers
If there are no volunteers, the principal works with the assigned HR Specialist to determine the surplus employee(s) in accordance with policy.
The principal notifies the impacted employee(s) via an in person meeting.
After the principal's meeting, HR notifies the surplus employee in writing.
HR Specialist will work to place the surplus employee in a vacant position.
Solicit voluntary transfers promptly upon notification of a surplus.
Communicate any specific program or endorsement requirements with HR.
R4-01-001 - Guidelines for Reassignment of Surplus Teaching Personnel
A reduction in staff occurs when the total number of teachers who indicate a desire to return exceeds the total number of positions allocated in the personnel complement of the Annual Financial Plan.
When staff can be reassigned to vacant positions in other programs or buildings, it is a surplus.
Position allocations are reviewed against the personnel complement of the Annual Financial Plan.
Type and number of positions is matched against current contractual teachers indicating desire to return, vacant positions and those indicating plans to retire or resign.
If returning personnel exceed available positions, the Superintendent will request the Board declare a reduction in professional staff in elementary and/or secondary areas.
HR reviews the qualifications and service to determine impact and notifies personnel selected for termination in writing.
Personnel terminated due to reduction in staff will be placed on the substitute list.
Recall of Licensed Professional Staff shall occur as outlined in policy P4-04-007.

Classified employees may request transfer as vacancies occur throughout the school year by submitting an application through the applicant management system.
However, upon acceptance of a new assignment (promotion, demotion or lateral transfer) employees shell serve a probationary term of six months.
Employee applies for posted vacancies through the applicant management system.
If the employee is offered and accepts a lateral transfer, the current supervisor is notified by Human Resources.
Human Resources works with both supervisors to determine the appropriate effective date.
