The LEA, in providing for the education of children with disabilities within its jurisdiction, must have in effect policies, procedures, and programs that are consistent with the State policies and procedures established under §§300.101 through 300.163, and §§300.165 through 300.174.

For many years, the Texas Education Agency (TEA) has required local educational agencies (LEAs), which include both school districts and open-enrollment charter schools, to upload their individual LEA board policies and administrative operating procedures to align with the frameworks on the Legal Framework website. To accommodate the revisions needed based on changes to the Administrative Code, the deadline for this summer was pushed back indefinitely. In addition, the process has changed for the 2025-2026 school year. Please log in to the Legal Framework at https://fw.escapps.net/, go to the resource library, and then click on "Training Material." You will be able to review the new guidance in the "2024-2025 Legal Framework Policies and Procedures Update-May" announcement.
