The purpose of the Texas Legal Framework is to provide and maintain an updated web-based platform to assist stakeholders such as local educational agencies (LEAs), advocates, and parents in learning about state and federal laws and regulations by providing rich resources regarding obligations and rights for the provision of a free and appropriate public education in the least restrictive environment to students with disabilities.
For many years, the Texas Education Agency (TEA) has required local educational agencies (LEAs), which include both school districts and open-enrollment charter schools, to upload their individual LEA board policies and administrative operating procedures to align with the frameworks on the Legal Framework website. To accommodate the revisions needed based on changes to the Administrative Code, the deadline for this summer was pushed back indefinitely. In addition, the process has changed for the 2025-2026 school year. Please log in to the Legal Framework at https://fw.escapps.net/, go to the resource library, and then click on "Training Material."
