Capital Improvement Plan (CIP) Overview
Every year, DC Public Schools, in coordination with the Mayor, determines how funds for school modernizations will be allocated through the Capital Improvement Plan (CIP). The D.C. Council then reviews, potentially marks up, and approves the CIP through the budget process. The version that is passed by the DC Council is implemented for the upcoming fiscal year in October.
To determine the prioritization of school modernizations through Fiscal Year 2023, DCPS relies on a data-driven assessment of school projects based on the following criteria.Â
Starting in 2017 and impacting projects in Fiscal Year 2024 and beyond, DCPS is required to implement the Planning Actively for Comprehensive Education Facilities (PACE) Act, which outlines the requirements to prioritize schools in the CIP. In addition to the factors above, DCPS must also evaluate additional factors, including swing space availability, and per year budget allotments, before a school is slotted into the CIP.
