The majority of homes in Sections I &II have water only. A few properties have sewer but the remainder rely upon septic systems. The particulars of water and sewer service are shown on the 1985 Service Area Map below.
Carolina Water continues to improve the water supply and distribution in Belvedere Plantation. They need your help in identifying distribution issues quickly. Contact them at the website.
This is not really old news, just the dates and percentage of increase have changed.
The BPOA and other HOAs of the Belvedere Plantation received a response from resident complaints about water hardness. You can review the entire letter here. In general there were three alternatives presented by the company and the Public Staff of the NC Utilities Commission;
a fee of $1.5M for one well resulting in a mixed water (softened and unsoftened) solution, or
members install an individual private home solution at the members expense, or
permit CWSNC a surcharge of $18.00 per month for 7 years then $5.00 per month for the next 26 years applicable to Belvedere Plantation customers only.
The third solution requires 100% agreement from CWSNC customers in the Belvedere Plantation.

We also conduct comprehensive yearly testing as required by the U.S. EPA and state legislation. These results are published in Water Quality Reports (WQRs), also known as Consumer Confidence Reports.

Carolina Water Service, Inc. of North Carolina continues efforts to conduct statewide drinking water testing for Per- and Polyfluoroalkyl Substances (PFAS). These man-made compounds are used in the manufacturing of products resistant to water, grease or stains including firefighting foams, cleaners, cosmetics, paints, adhesives and insecticides. PFAS can migrate into the soil, water, and air and is likely present in the blood of humans and animals all over the world. The Environmental Protection Agency (EPA) has established health advisory levels for GenX, PFBS, PFOA, and PFOS, and has proposed enforceable limits. We are reviewing the proposed MCLs to evaluate the impact on our operations and on the communities we serve. Our focus will remain, as always, on supplying our customers with safe and reliable water. The summary is that the capital cost of $1.5M and will have additional operational costs. The Public Staff of the Public Utilities Commission suggested it is more cost effective for individual water softeners to be installed.

Dear Ms. Owens,
Just a quick update on our work at the Waste Water Treatment Plant and Well # 1.
Our new clarifier was delivered and set in place June 29th inside the fence at the Waste Water Treatment Plant. The piping, catwalk and other equipment will be installed next.
The ground storage tank located at Well # 1 is scheduled to be delivered this week and set in place very shortly as well.
I will send you a brief update as we continue to make progress on these two Belvedere projects.

Update on activities of Utilities, Inc.
Based on email from D. Lassiter received 10 Sept and phone conversation 11 Sept 2012
1. Waste Water Treatment Plant Clarifier
‘Is about 90% complete. Expect 3-4 additional weeks’ to finish. They are still working on the piping and controls. After the work is finished an agency from the Dept of Water Quality must inspect and give final approval.
2. Pump I and associated storage tank
‘Is about 95% complete. Expect 2-3 additional weeks for completion.’ The storage tank requires ‘minor control wiring’. It is being filled now. When full it will hold ‘between 150,000 and 200,000 gallons of water. This is enough water to ‘supply the subdivision for about 2 days.’
‘After the storage tank is full, the old pump will be removed and the new, larger pump will be installed. Water will still be supplied during the period when the pump is being exchanged.’
3. Hauling of treated effluent
Began Saturday, September 1. They haul ‘between 12 and 15 loads per day, every day except Sunday. Hauling is done between 7:30 a.m. and 6:00 p.m.
Golf course began spraying last night (Sept 10) but Utilities, Inc. expects another 10 to 12 days of spraying and hauling to get the pond level lowered to 3' below the max level. Currently, the holding pond is at approx. 2' below the max level.’
4. Alternate solution to hauling treated effluent
‘Hauling operations will need to continue until the golf course can utilize more of the treated effluent and we are working with the golf course to explore additional disposal options. We continue to explore and all additional options on and off the golf course.”

RE: Utilities, Inc. proposal to take treated effluent from Belvedere Treatment Plant to Infiltration Basin
BPOA Board members met with representatives of Utilities, Inc., the company that provides community water and sewer service to Belvedere Plantation. The purpose of the meeting was for Utilities, Inc. to share their plans for handling the treated effluent from the Belvedere plant.
The proposal is to pipe the water to a 22-acre site on Sloop Point Loop Road where the water will go through infiltration basins into the ground. Ths process will accommodate the entire amount of water that is permitted for the Belvedere Plant. It will eliminate any need for the trucking of treated water through our neighborhood.

The BPOA has endorsed this proposal. Further details will be available at our BPOA General Meeting on Tuesday, June 10.
