What's New in 2021
The COVID-19 Delta and Omicron variation
Covid19 reached the USA in March 2020 and mutated into the Delta variation in 2021 causing a second wave of sickness throughout the USA and the world in general. Phizer, Moderna and Johnson & Johnson received FDA approval for vaccines by the end of 2020 which have been very successful in limiting the spread and severity of the virus worldwide. The Delta variation started in India before mutating once more to the Omicron variation which rapidly spread from South Africa around the world. At this moment in time, little is known about the severity but the transmitability of this variation seems to be record breaking. It does appear that the original vaccines and booster shots provide a good defense against severe illness.
Residents of Hampstead who wish to get vaccinated can visit the Pender Countty Annex (15060 US-17) for vaccinations or booster shots without an appointment. Monday-Friday 8:30am – 11:30am – 1:00pm – 4:00pm (Closed 12:00pm – 1:00pm) Questions: Please Call 910-259-1230
2021 Hurricanes/Tornadoes:
We are happy to report that in 2021, for the second year in a row, we had no major hurricanes in south east North Carolina. We did however have a severe tornado in the Ocean Ridge Golf Course section of Brunswick County. Tornadoes can be very destructive may be a sign of future freak weather in the USA. If possible, residents should have a designated safe area in their home to retire to, when tornado warnings are in the vicinity.

Decals
For 2022, two (2) decals per property will be provided to all 2021 dues paid members. These decals are a substitute for “Belvedere” car license plates.
Covenant Compliance
In 2021 properties in Sect. I & 2 were monitored for compliance. Thirty-six (36) properties were determined to be non-compliant in one way or another and were served with notices requesting compliance within thirty (30) days. Only six (6) properties did not comply. Thanks to all who help in keeping Belvedere an attractive sub-division.
Short Term Rental Compliance
In reply to property owners inquiries regarding AirB&B type rentals, kindly note that Sects. I & 2 properties do not qualify for these short term rentals. Long term leases do qualify. See also our covenants, articles 3 & 13.
Meetings
Unless meetings are again suspended by NC State Governor's decree they will take place at the Hampstead Library or any other designated location. Only two general meetings will be scheduled each year. One on the first Thursday of April in the evening; and the second on the second Saturday of October at 10 a.m. Signs will be posted at South Belvedere, Hickory and the Highway 17 front entrance about two (2) weeks prior to any meeting. The BPOA Board will continue to meet quarterly. If members request a special topic meeting, the Board will determine where and when and announce the meeting at least 15 days prior to the meeting.
Dues
Invoices for 2022 dues for annual membership in the amount of $45.00 will be mailed out in January or February. Of the 315 invoices sent out in 2021, 218 were paid leaving 97 unpaid. Kindly make payments and retroactive payments punctually to continue maintaining lighting, flags, landscaping, fences, doggie bags etc. which most home owners now take for granted.

BPOA is staffed entirely by member volunteers. Open positions on the Board are: President, Executive Vice President, and Chair of the Covenants and Architectural Committee. In addition, please contact Joyce Owens (president8.bpoa@gmail.com or 910 319-0360) if you can help with: our Adopt-a-Highway clean-up program (Country Club between Weathersby and Mallard Bay); fence decoration & maintenance; pet station supplies; road sign placement (meeting announcements); block captain, newsletter editor, or social media development. What's New in 2020
The COVID-19 virus: It began in Washington State in March 2020 and has swept the
country. It has been the topic of conversation, fear, hospitalization and death for many of us, our families and friends. The good news for residents of Pender County is that the Health Department has begun the first of two-step vaccinations for seniors as of Jan. 06, 2021 and has begun the second step as of February 08 2021. We urge all residents who wish to get vaccinated to sign up with the Health Department, Tel. No. 910 663 4200 or visit the local CVS or other pharmacies when vaccines become available.
Hurricanes
We are happy to report that we had no major hurricanes in our vicinity although Isaias came fairly close, causing considerable damage in Southern Brunswick County.
Belvedere Golf Course
The golf course was closed for about nine months before reopening the front nine for play in October 2020. Now named Ironclad Golf and Beer Garden by its new owners, Ironclad Brewery. The back nine is scheduled to open for play on or about May of 2021. Call (910) 777-7725 for information.
Volunteers Required
President Joyce Owens' plea, in 2019, for more members of the community to serve on the
Board and committees was partially successful with the most significant positions filled. It is still imperative that residents continue to volunteer to fill for officer positions and to serve as members of the committees. WE NEED YOU. The HOA board decided to continue maintaining the lighting, landscaping, roads, doggie bags etc. which most home owners now take for granted. Consequently the annual $45.00 membership fee which was waived for 2019 and reinstated in 2020 will continue in 2021. Property owners over the age of 90 will be exempt from the annual membership fee. Please contact J. Owens to register. Invoices for 2021 dues will be sent out in late February or early March.
2021 Quarterly Meetings
All meetings are suspended until the NC State Governor's decree regarding opening up of
businesses is rescinded and Hampstead Library again makes their meeting room available. At that time the meetings at the library will resume. Signs will be posted at South Belvedere, Hickory and the highway 17 front entrance about two (2) weeks prior to the meeting.

Covenants
The Covenants for Belvedere Sections I & II contain the rules that keep ours an attractive,
desirable neighborhood and maintain property values. Both newcomers and existing home owners, should abide by these rules, maintain their property, and respect their neighbors. The covenants apply equally to residents who do or do not subscribe to the BPOA . Abiding by the covenants will make Belvedere a much better place for all. Reminders:
No extended vehicular parking on any road, including the easement or shoulder, is permitted in Belvedere Plantation; and
Boats and boat/utility trailers must be parked even with or behind a residence. Boats and trailers may not be parked curbside.
