Program Description and Policy Information

The Doctor of Philosophy in Educational Policy and Evaluation is a full-time program that prepares scholars to conduct rigorous, high-impact and interdisciplinary research on education policy that advances our collective understanding of pre-K through higher education. It emphasizes intensive training in the theory, methods and practice of education policy research and evaluation.

Students are encouraged to read and understand the Student Handbook (2023/24) which contains information on admission, tuition cost and financial aid, curriculum and graduation requirements, student responsibility, university processes for student support, appeal and grievance policies and more. How do I request permission to enroll in an MLFTC course that has restrictions placed on it, to enroll in a course after drop/add, or enroll in an MLFTC omnibus course (EPA/DCI 690/790, 692/792, 799, etc.) but my desired MLFTC/affiliated instructor is not listed as an option?

Application Requirements

Admission to the Ph.D. program is competitive. You will need to establish a connection with our faculty regarding your area of research interest. Once you have identified a suitable match, we highly recommend initiating the application process, which necessitates submitting a comprehensive application no later than December 1, 2023. 


Applications for Fall 2025 will be available after September 1. 


A complete application consists of these required materials: 

● Online application. 

● Pay the application fee:  

$70: US Citizen, US Permanent Resident, In Application for Permanent  Residency, DACA, International online student studying outside the U.S. 

$115: International students on any non-immigrant visa type studying in  the U.S. (e.g. F-1, H1-B, H-4, etc.). 

● Official or unofficial transcripts: (must have completed a master’s degree before the start of the program)

● Three letters of recommendation. Requests for recommendations are not sent by ASU to the recommender until the application has been submitted and the  application fee has been paid. Plan on a recommendation taking several days (at  the earliest) to be submitted, received and posted to your application materials. 

● Personal statement. 

● Resume. 

● Writing sample.
