BKPKK kicks off at the Cuneta Astrodome

On August 12, 2016, Director Lenny Carreon and her staff from the TESDA Pasay-Makati District Office were greeted with a satisfying response when the call was made for a gathering at the Cuneta Astrodome of all the 201 barangay captains of Pasay City to kick off the TESDA community-based poverty alleviation program, “Barangay Kasanayan Para sa Kabuhayan at Kapayapaan.”

Also in attendance lending their leadership to those assembled, were Congresswoman Emi Calixto-Rubiano, Vice-Mayor Noel Del Rosario, and representatives from the DILG. During the event, Congresswoman Emi Calixto-Rubiano welcomed the participants and highlighted the basic premise of the program: to provide greater opportunities for employment and enterprise through needs-based targeted skills training at the barangay level. She also brought into light how the initial project of undergoing a skills mapping survey of the residents of all the barangays would be helpful for years to come if the barangays and the city can make use of the resulting registry of which skills, trainings and qualifications are available to be tapped by potential employers and investors of Pasay City for vacancies, creating a high potential rate of employing Pasay residents to Pasay based businesses. Vice-Mayor del Rosario also showed his full support by encouraging all the barangay captains to prioritize the info/database to be generated.

Mr. Marty of TESDA PASMAK then presented the full project brief and how TESDA can potentially enhance this situation by developing further the qualifications of Pasay City residents through its TVET programs. 

The barangay leaders were trained on the mechanics of the skills mapping survey instruments. This also provided a great opportunity to pilot test the survey form on the community leaders in attendance. The activity provided an avenue for clarifying items that might later be asked during the full deployment of enumerators.
