Catholic Charities of Central and Northern Missouri (CCCNMO), an entity of the Diocese of Jefferson City, responds to the needs of people in 38 counties regardless of faith, culture, or situation. This includes services for refugees and immigrants, those with food insecurity, mental health needs, health and nutrition education, and disaster preparation and response. Through the Health and Nutrition Services program, CCCNMO partners with the Food Bank for Central and Northeast Missouri to facilitate the Senior Food Box and Buddy Pack programs. Sober living is a type of group housing. All tenants are involved in substance abuse recovery programs.Tenants are provided an alcohol, drug, and violence-free environment to aid in their path to restoration. All properties are located on bus routes and with-in walking/biking distance from downtown district, treatment centers, business districts, 12-step meetings, employment placement agencies, and social service centers.
Bedrooms include bed, dresser, WiFi, TV with cable, desk and chair, nightstand, bed linens, bath towels and a box fan. Fresh Start can also accommodate Home Plans for those being released by the Dept. of Corrections.

The HALO Home provides housing for up to 24 month to pregnant, parenting, and non-parenting youth ages 16-21 years old who are in homeless or high-risk situations. HALO defines homeless youth as, “minors who are not involved in the foster care system and cannot live with their biological parents due to situations such as: parents being incarcerated, addicts, physically or emotionally abusive, who take no physical or financial responsibility for their children, or parenting teens who are not welcome to in their parents’ home due to financial burdens or religious beliefs”

The state of Missouri’s new rental assistance program using funding through the Emergency Rental Assistance Program (ERAP) was passed by Congress in December 2020. On February 11, 2021 Governor Parson signed HB 16 into law, which provides more than $324 million in funding for rental and utility assistance for Missourians. Missouri Housing Development Commission will administer this funding under the State Assistance for Housing Relief (SAFHR) program.
Missouri Emergency Rental Arrears Program (ERAP) is a separate program from above using ESG-CV funding authorized through the CARES Act. This program is open to landlords seeking rental arrears for qualified tenants.

USDA Single Family Housing Direct Home Loans
USDA Rural Development’s Section 502 Direct Loan Program provides a path to homeownership for low, very-low, and moderate income families living in rural areas to make affordable homeownership a reality. This program assists moderate, low, and very low-income applicants obtain decent, safe and sanitary housing in eligible rural areas (any area or town less than 35,000 people) by providing payment assistance to increase an applicant’s repayment ability. No down payment is required. Payment assistance is a type of subsidy that reduces the mortgage payment, and the amount of assistance is determined by the adjusted family income.
