The Substance Abuse Traffic Offender Program is a statewide mandated system of comprehensive, accessible, community-based education and treatment options for individuals arrested in Missouri for alcohol and drug-related driving offenses. SATOP is a 2-Step program requiring a screening interview followed by attendance in one of four programs.

The RMF Community Bail Fund collaborates with trusted partners to create a fund that will: 1) release defendants who cannot afford bail, providing them with support, information and referrals that can assist them until trial, and 2) advocate for shrinking and eventually eliminating the cash bail system.

The RMF Community Bail Fund will pay bail in full. After trial, bail will be returned to the Bail Fund. For people who are unemployed or living on the edge, any amount of bail causes unjust hardship for people held in jail before trial because they cannot afford to pay. Accused have not been convicted of crime, but they are being punished by being held in jail until trial.  Accused are prevented from working, going to school, taking care of families.  Accused who can pay, or whose families can pay, spend little time in jail and are free to live their lives in the community until trial.  The bail fund covers those charged with non-violent offenses and a limit of $2000 max.

Sober living is a type of group housing. All tenants are involved in substance abuse recovery programs. Tenants are provided an alcohol, drug, and violence-free environment to aid in their path to restoration. All properties are located on bus routes and with-in walking/biking distance from downtown district, treatment centers, business districts, 12-step meetings, employment placement agencies, and social service centers.

Bedrooms include bed, dresser, WiFi, TV with cable, desk and chair, nightstand, bed linens, bath towels and a box fan. Fresh start can also accommodate Home Plans for those being released by the Dept. of Corrections.

In2Action is a Missouri Department of Mental Health certified outpatient treatment program. We offer recovery support services in a transitional housing setting for those who are justice-involved. We are also faith-based which affords residents the opportunity to develop their relationship with God. 

Transitional Housing - in2Action residents are provided not just a house but a home. Safe, affordable, and drug-free housing is considered an important predictor for success among the released offender population. In addition, in2Action provides a living environment that more closely resembles a home than a house or transitional housing program. Residents share a bedroom with one other person, cook and clean for themselves, and have access to phone, cable, and internet.

The ROC is a one-stop-shop for people recently released from jail or prison, and those under supervision in the criminal justice system. The ROC is modeled in part after Recovery Community Centers we see elsewhere in the state. When fully operational the ROC will have video games, a basketball net, couches, coffee snacks, and a TV. It will be a safe place that people wanting to do the right thing can hang out with others wanting to do the right thing.

The ROC will additionally provide meaningful and tangible resources and supports that can address the immediate basic and criminogenic needs of those we serve. Governmental and non-governmental agencies will truly collaborate and partner in an ongoing process of both identifying and meeting these needs. The ROC will serve as a central location where the people we serve can receive everything for STD testing, to bus passes, to job readiness training. All the services in Columbia that can reduce the likelihood people will reoffend and return to prison can now be found in one place.

Please note, The ROC will be staffed mostly, if not exclusively by Certified Peer Specialists. These are people with “lived experience”, those who have been there and done that, and who have completed a Department of Mental Health training to learn how to use their experience to help others. People receiving services at The ROC will be greeted by someone who has walked a mile in their shoes.

We also provide orders of protection, case management, crisis intervention, counseling, support groups, domestic violence/sexual assault education, court and hospital advocacy, children’s services and outreach to any victim regardless of whether they are residing in our shelter or not.

Students at the University of Missouri School of Law Veterans Clinic help veterans and their families secure disability benefits. Student work is done at the Regional Office and the Board of Veterans’ Appeals levels, as well as before the Court of Appeals for Veterans’ Claims. Students are supervised by an experienced attorney at each step and have the opportunity to work in a law firm atmosphere within the law school serving real client needs. 

Under this program, the Clinic is partnering with the University of Missouri Extension to have students and supervising attorneys visit extension offices throughout the State to educate veterans about available resources, as well as to assist them with disability claims and appeals and discharge upgrades. Clinic personnel will also train attorneys on veterans’ law to increase the number of attorneys qualified to help veterans in Missouri’s rural areas.
