The Housing Choice Voucher program (formerly Section 8) provides assistance for extremely low and low-income families in the private rental market through the Housing Assistance Payment Program. Housing Choice Voucher holders select a unit from the private market. Rental assistance makes the market rate housing affordable. Program participants normally pay between 30-40% of monthly adjusted income toward rent and utilities. The housing assistance payment subsidizes the balance of the rent to the property owner. The unit must meet HUD Housing Quality Standards (HQS) and the rent must be approved within rent reasonable guidelines.

Services: Habitat for Humanity is a nonprofit, ecumenical Christian housing ministry that works in partnership with people in need to improve the conditions in which they live. Habitat challenges people of compassion to provide the initial capital, through gifts and no-interest loans, to build or renovate simple, decent homes for the inadequately sheltered. Houses are sold at no-profit, with no-interest mortgages repaid over a 15 to 25 year period. The house payments are recycled to build housing for low income families.

Sober living is a type of group housing. All tenants are involved in substance abuse recovery programs.Tenants are provided an alcohol, drug, and violence-free environment to aid in their path to restoration. All properties are located on bus routes and with-in walking/biking distance from downtown district, treatment centers, business districts, 12-step meetings, employment placement agencies, and social service centers.

Bedrooms include bed, dresser, WiFi, TV with cable, desk and chair, nightstand, bed linens, bath towels and a box fan. Fresh Start can also accommodate Home Plans for those being released by the Dept. of Corrections.

The state of Missouri’s new rental assistance program using funding through the Emergency Rental Assistance Program (ERAP) was passed by Congress in December 2020. On February 11, 2021 Governor Parson signed HB 16 into law, which provides more than $324 million in funding for rental and utility assistance for Missourians. Missouri Housing Development Commission will administer this funding under the State Assistance for Housing Relief (SAFHR) program.

Missouri Emergency Rental Arrears Program (ERAP) is a separate program from above using ESG-CV funding authorized through the CARES Act. This program is open to landlords seeking rental arrears for qualified tenants.
