The Westminster Public Schools Gifted Education and Advanced Learning Program serves gifted and talented (GT) students who, when compared with others of their age, experience, or environment, demonstrate high potential or performance in academic content areas and/or the domains of creativity, leadership and performance arts. From Jenn Rizzo (3/8/2021): We are also pulling together a committee soon to discuss world language identification for WPS. When students have qualifying access data and robust body of evidence (multiple sources over time) they can be identified for PEDAL in two pathways: World Language or General Intelligence. We will work with the committee to sort out what data points are necessary for each pathway. Student interest is very important in that decision as well. If your team notices a student with accelerated achievement, accelerated trajectory or high growth percentiles, they can submit a PEDAL referral with qualitative data which helps develop the body of evidence needed for identification.

Research has described gifted English Language Learners as having varying degrees of the following characteristics:
acquires a second language rapidly ,
shows high ability in mathematics,
displays a mature sense of diverse cultures and languages,
code switches easily (think in both languages),
demonstrations an advanced awareness of American expressions,
translator at an advanced level (oral)
navigates appropriate behaviors successfully within both cultures.
The researchers may have derived these characteristics from their earlier work called Project GOTCHA (Galaxies of Thinking and Creative Heights of Achievement), which emphasizes an English Language Learner’s unique creative abilities.
