CLDE Specialists are in place at each school to provide English language development services to English language learners. Each CLDE Specialist holds an endorsement in Linguistically Diverse Education in addition to their teaching license. Many of the Specialists also hold a Master's degree or higher. Each is dedicated to teaching English in an academic setting. Specialists work closely with other Blended Services providers and classroom teachers through co-planning and consulting.
WPS offers interpretation and translation services to each school and family in the district. The Office of Culturally and Linguistically Diverse Education oversees this service. The District employs a full time language facilitator to manage request for services. The services include translation of written documents in order to provide clear communication to families of school or community opportunities within their child’s school or at the district level. Families are also given opportunities to request services as needed.
English language development instruction is provided in Westminster Public Schools through collaboration between CLDE Specialists and general education teachers. We offer services through a variety of models depending on needs of the student.
ALL NEP and LEP Students receive:
45 Minute Language Blocks/Direct Services: (Required for NEP & LEP)*
All students who are identified as NEP or LEP are required to receive a language block that is taught on a daily basis for a minimum of 45 minutes. The language block is taught by a certified CLDE Specialist. This class is in addition to the core subject classes. All ELD classes are taught using a research-based, proven curriculum specifically designed for English language development and reinforce grade-level content through all four language domains: listening, speaking, reading and writing.
NEP students (Level 1 & 2) should, where practicable, receive an additional 45-minute language block of ELD each day and/or other supports as needed.
Shelter Content Instruction in Core Classes: All CLDE students will receive sheltered content instruction from (1) a teacher certified in CLDE and the content area; (2) a CLDE-certified teacher co-teaching with a content-certified teacher; or (3) a content-certified teacher who has completed or is on track to complete CLDE specific training at WPS.

Several models are used in regular practice and/or as additional supports for any students that may need services beyond that language block.
Supports in addition to the 45 minute language block and sheltered classroom support for Long-Term ELs, Newcomers, and students with interrupted schooling:*
Push-In Support: Students may receive additional support with a CLDE endorsed teacher who teaches small groups within the content classroom. This model instructs English Learners in the general education classrooms where they are learning side by side with English native speakers and Fluent English Proficient (FEP) peers under the supervision and support of a CLDE Specialist and general classroom teacher.
Placement with CLDE endorsed content teacher: Placing Students needing additional support may also be assigned to a core class with a content teacher who is endorsed in CLDE and the content area.
Outside the School Day: Afterschool enrichment opportunities may be available onsite or at a different location for students needing additional support. These activities could include, but are not limited to, CLDE provided summer school, afterschool tutoring, community organizations who support homework, etc.

On December 10, 2009 the Colorado State Board of Education voted unanimously to adopt the World-Class Instruction Design and Assessment (WIDA) standards as the Colorado English Language Proficiency (CELP) standards. English Language Proficiency standards are required by Colorado state and federal law. The CELP standards exceed minimum legal requirements. Overall, the standards center on the English language needed and used by English Language Learners (ELLs) to succeed in school. They guide all educators who teach ELLs and help students’ access grade level academic content while learning English.
