官僚制は,ヴェーバーによれば,「精確性・迅速性・一義性・文書に対する精通・継続性・思慮深さ・統一性・厳格な服従・摩擦の除去・物的ならびに人的コストの節約」(Weber,1976:561-562)では最高度の技術的卓越性(technische Überlegenheit)を示す.官僚制は「今日ではまったく避けえない」(Weber,1976:128).官僚制を導入すれば,それなしではすまされなくなる.国家の行政,外交政策,生産設備一式,大規模プラント,ライフ・ラインの管理など,民間部門での企業の財務情報の公開基準,コーポレートガバナンス・コード,JIS・JAS,ISOの規格の順守など,日常生活のあらゆる管理領域で管理装置としての官僚制に依存している.環境保護,品質管理から,さらに臓器移植の脳死判定など,定められた規則の順守が貫徹されねばならず,専門技術的知識に基づく規則の解釈と運用を必要とする.事故のあった原子炉の廃炉処理の過程も同様である.放射線の安全性を確保するために適正な手順と規定が100%貫徹されなければならない.それでも人為的な事故が起きうる.
官僚制の不可避性について,ヴェーバーは,「官僚制的行政が優越性を獲得した偉大な手段は専門的知識である.専門知識がまったく不可欠のものということは,財貨調達についての近代的な技術と効率的運営との結果」(Weber,1976:128)である.技術的卓越性は専門的知識に依存し,「官僚制的行政は知識による支配を意味し,この点がこの行政の特殊合理的な基本的性格をなしている」(Weber,1976:129).
官僚制の技術的卓越性に関し,次節で扱う「逆機能」の指摘がある.本研究では「逆機能」の視点が管理プロセスの形式合理化という官僚制化の特徴とその理論の問題提起の重要性を見落とすリスクを指摘する.これらの技術的卓越性には,その逆機能が検討される.
According to Weber, bureaucracy demonstrates the highest degree of technical superiority in terms of "precision, speed, unambiguity, familiarity with documents, continuity, depth of consideration, unity, strict subordination, reduction of friction, and saving of material and personal costs" (Weber, 1976:561-562). Bureaucracy is deemed "entirely unavoidable today" (Weber, 1976:128). Once introduced, it becomes indispensable. Bureaucracy serves as a management apparatus in various domains of everyday life, including national administration, diplomatic policies, complete production facilities, large-scale plants, management of lifelines, disclosure standards of financial information in the private sector, corporate governance codes, compliance with JIS, JAS, and ISO standards, and so on. Compliance with established regulations is essential, ranging from environmental protection and quality management to brain death determination for organ transplants, necessitating the interpretation and application of rules based on specialized technical knowledge. The process of decommissioning a nuclear reactor after an accident follows similar principles. Proper procedures and regulations regarding radiation safety must be fully enforced to ensure compliance. Nevertheless, human error can still occur.
Regarding the inevitability of bureaucracy, Weber argues that the key means by which bureaucratic administration attains superiority is through specialized knowledge. He states, "The achievement of bureaucratic administration as the dominant means of political organization is the fact that it is based on this specialized knowledge, which is indispensable for the modern handling of goods procurement" (Weber, 1976:128). Technical superiority relies on specialized knowledge, and "bureaucratic administration signifies dominance by knowledge, which constitutes the specific rational character of this administration" (Weber, 1976:129).
Regarding the technical superiority of bureaucracy, there is a mention of the "dysfunctions" to be addressed in the next section. This study aims to highlight the risk of overlooking the significance of the critique of "dysfunctions" from the perspective of bureaucratic formalization in the management process and the theoretical implications it raises. These technical superiorities are subject to examination for their potential dysfunctions.
