n. when something is made to seem limited, despite having enough to go around and the means to share it

Ex. In 2019 more than 10 million American children did not have enough food on a daily basis, not because we can't feed them, there is more than enough food to go around, or because its too hard to distribute the food, but because it would not be profitable for companies, and the government is unwilling to cut into their profits by doing it themselves.
