A.3.1 Functions of the Major Line and Staff Units

The University Code enumerates and classifies the functions of the major lines and staff units of the University. As stated in the message of University President Emanuel C. De Guzman, the 2017 University Code reflects of the philosophy and values shared among students, faculty members, and employees of the University and shall serve as PUP’s implementing guidelines towards accountable, transparent, and professional decision-making and governance.

In addition to the campuses in Sta. Mesa, Manila which are referred to as the Main Campus of the University, PUP may establish branches and satellite in other areas subject to the approval of the Board of Regents.

A branch is one which is outside the Sta. Mesa Main Campus but funded by the national government through the General Appropriations Act (GAA). A Branch may put up an Annex subject to the approval of the Board. The funding for an Annex shall be provided by external sources such as the local government where the Annex is located.

A satellite campus is one funded by the Local Government Unit (LGU). It may have a Satellite Campus Extension subject to the approval of the Board of regents (BOR). A Satellite Campus Extension is also funded by local government and/or external sources.

The standard operating procedures of the academic and non-academic service units of the university is contained in the operations manual of the respective offices.


As a polytechnic institution in higher education, the University offers degree and non-degree curricular programs in the fields of education, accounting and finance, business, science, technology, law, mathematics, engineering, architecture, arts and humanities, public administration, social sciences and development, communication, hospitality management and sports science through the colleges, graduate schools, institute, and the open university system.
