Start: Avon City, first visit
Avon City was almost completely destroyed by a massive earthquake. Silver was tasked by the mayor to lead the reconstruction. You and your friends help rebuild the city. But what drives Silver to do such a social act?
Upon your first visit to Avon City, you meet Gladion. Together you convince the guards at the entrance and enter the city. There you meet the mayor and Silver, who volunteered to coordinate the reconstruction.
Stage 1 – Talk to Silver
Speak with Silver in front of the cathedral. He will assign you several tasks to help rebuild the city.
Stage 2 – Locate 10 people
Silver needs helpers. They are former Team Rocket members who now live normal lives across the Aoroa Region. Find them and deliver Silver’s letter. Once convinced, they will travel to Avon City and assist in the reconstruction.
Porington City: 1× in the alley behind the office buildings, 1× at the harbor near the two large ships, 1× by the fountain in the city center
Akarana City: 1× west of the office building (biker), 1× sailor east by the sailboats, 1× in the park near the lower left tree
Nepia: 1× by the tower ruins (east), 1× in the center near the market
Taipuia: 1× south in front of the bar, 1× northeast behind the berry fields After finding them all, report back to Silver.
Stage 3 – Trade 5 Pokémon
May and you must trade specific Pokémon to the new helpers for the reconstruction project. You’ll need the following Pokémon: Coalossal, Onix, Conkeldurr, Sigilyph, and Dugtrio. Trade them and then speak with Silver again.
Stages 4 + 5 – Battle Gladion
Silver says it’s time for a long-overdue battle between you and Gladion. Meet him in the southeastern part of the city and defeat him. Afterwards, speak with Silver again to proceed.
Stage 6 – Complete 2 tasks
For further progress, you need at least 7 Crafting Recipes obtained from craftsmen around the region. In addition, you must convince the leaders of the northern and southern builder associations to lend you construction machines.
North: Bode in Taipuia (northwest of the city, behind the fenced worker’s house)
South: Steinmar in Mawera (south end of the city near the heavy machinery) Steinmar will only help after you’ve collected 7 Crafting Manuals. Defeat him in a battle on Mawera’s town square to secure the delivery.
Stage 7 – Talk to Silver
Return to Avon City and report to Silver. The city enters reconstruction phase 2, which is visible through new buildings and NPCs.
Stages 8 + 9 – Apply for a loan
To finance the reconstruction, you must apply for a loan in Porington City. Speak with Karl in the left office building (1F), then report back to Silver.
Stages 10 + 11 – Buy wood
Next, you need materials for the reconstruction. Purchase wood from Pepin on Route 15. Fly to Mawera, travel north on Route 17, and find the tree nursery to the west. There, you’ll meet Serena. After battling her, visit Pepin together. To receive the wood, you must have completed the quest “Tree!”. Then return to Silver.
Stage 12 – Obtain stone materials
Travel back to Mawera and speak with Steinmar in the southern quarry. However, researchers are preventing the excavation due to a recent discovery.
Stage 13 – Distract the researchers
Your task is to lure the researchers deeper into the ruins so Steinmar can extract more stone. Talk to Herbert at the entrance. This triggers the quest “Stone by Stone”. Herbert will only trust you if you have revived at least 4 Fossil Pokémon. After leaving the ruins, Gladion calls to inform you that the western passage from Avon City is open again. Speak with Steinmar afterward.
Stage 14 – Talk to Silver
Fly back to Avon City and report your progress to Silver.
Stage 15 – Follow your path
Silver and his team continue rebuilding the city. In the meantime, you should focus on the Aoroa Challenge. Travel west through Route 18 and Mt. Aoraki to Paiata, then south through Route 19 to Waimanawa.
Stage 16 – Talk to Silver
After earning the Waimanawa Gym Badge, Silver calls you. Avon City has advanced even further. Meet him in the city center, where he opens up to you personally.
Stage 17 – Explore the region
You may now continue your main quest or explore freely. You’ll learn that an opening ceremony for the city is being planned.
Stage 18 – Opening ceremony
After defeating the Tarakona City Gym, Silver calls again. A cutscene shows the city’s grand reopening ceremony. Silver becomes Avon City’s new Gym Leader.
Stage 19 – Battle Silver
Challenge Silver in the Avon City Gym and earn the 8th Badge.
Stage 20 – Master the Aoroa Challenge
Silver wishes you luck on your journey to master the Aoroa Challenge. Continue by following the “Aoroa Challenge” questline.
Stage 21 – Talk to Silver
After winning the League Tournament, Silver asks to meet near the Ho-Oh statue south of the cathedral. After your talk, his Ho-Oh flies majestically over the city.
Stage 22 – Investigate the tower ruins
The tower ruins in Nepia are now accessible. Climb to the top, where you’ll have the chance to catch Ho-Oh.
Stage 23 – Talk to Silver
Speak with Silver again in the Avon City Gym. He wishes for one last battle — this time, with Ho-Oh on your team. The quest will only progress if Ho-Oh is in your party.
Stage 24 – Battle Silver with Ho-Oh
If you have Ho-Oh in your team, Silver will also use his own Ho-Oh during the battle. Afterward, you’ll share a heartfelt conversation, he gives you a special gift, and the quest concludes. Silver will be available for daily rematches afterward.
