Earning WC is explained on the earnings page and everyone's WC and inventory is tracked in the database. Ranks can affect what items are available to buy, more info can be found on the ranks page. All limits are per user unless specified otherwise. If an item has no dots next to it, it can be bought by anyone. Your rank clearance does not go away if your highest ranking character dies/ascends, once you have a character that reaches that rank, you have access to that rank forever..
