With Update 29, adventurers can attain level 30, offering the best and final feats and items.
At this point, your Monk is likely a powerhouse. As you reach level 28 to 30, the best items are available to you, including the Archon outfits and robes from the Legendary Tempest's Spine and Legendary Hound of Xoriat raids.
You will also need to choose your Legendary Feat. These feats don't have any perquisites, and can add a special talent or augment your powers in one capacity or another.
You'll also get one last opportunity to train an Heroic feat.
These feats are meant to be a bit more powerful for characters that have built for versatility. The only prerequisite to take any of these feats is to be level 30.

There are several directions to go with weapons and handwraps once you arrive at level 24. By level 30, you'll likely be perfecting the upgrades of those special weapons or handwraps but should also look to obtaining gear that provides the maximum possible ability stats and protections.
The following list are suggestions and may not be complete.
Thunder-Forged Weapons: These weapons are arguably the most powerful upgradable weapons outside of the Legendary Green Steel. Tier 0 and 1 weapons remain unbound, making it easy to craft or trade. Handwraps available.
Shadowfell Armor: Created through the Thunder-Forge. You should use these outfits or robes for maximum protection when required until you can obtain Archon Celestial-type armor.
Outfit of the Celestial Avenger (ML 29): +13 Enhancement bonus to Armor, +159 Fortification, Diversion 23%, Doublestrike 17%, Sheltering +38, Parrying +7/14, Blurry, Deathblock IX, Green Augment slot, Yellow Augment slot.
Outfit of the Celestial Guardian (ML 29): +13 Enhancement bonus to Armor, +159 Fortification, Doublestrike 4%, Quality Deadly +2, Sheltering +38, Parrying +7/14, Blurry, Deathblock IX, Green Augment slot, Angelic Grace (5% for 150 temporary HP), Yellow Augment slot, Mythic Armor Boost (+2 stacking PRR/MRR).
Legendary Green Steel weapons and items: Handwraps not available. These are designed with similar features to Heroic Green Steel but drop special ingredients that can be found ONLY in Legendary Shroud (items can upgraded only while running Legendary Shroud using its Legendary altars). Blanks are still created using the same altar in Meridia used for creating Heroic Green Steel blanks. Note: The developers are leaning to changing how handwraps behave (that is, treating them as weapons). Thus, they have yet to create Legendary Green Steel handwraps until they have completed a design for future handwrap use.
