Pseudogovernments

Despite their usual hatred of their own kin, emotsiis have formed four pseudogovernments, referred to as skulks, for the overall benefit and protection of all of them. These skulks are used for interactions with other species’ governments, along with upholding a small set of very general rules, helping their people who have physical and/or mental issues when needed, and managing issues that either might, will, or have affected the Species as a whole (ex. diseases that could cause or have caused a pandemic). Some emotsii will also use skulks as a way to find partners.

These skulks are typically oligarchies, with the leaders selected based typically on diplomatic prowess, knowledge, and temperament towards other emotsii. During certain times, like a pandemic, the oligarchy will turn into a democracy, with the new leader, or leaders, being chosen by the people based on how well they can manage the issue and the people putting in input on/helping with choices.
