The Crown theory was that some of Maranan’s searches were conducted to collect information on rival members of criminal organizations, while others were so-called “heat checks” — queries done on a gang’s own members to find out what police had on them.

Legislation protecting innocent Ontarians from the release of unproven allegations and mental health records in police background checks will finally come into effect nearly three years after it passed unanimously in response to a Toronto Star investigation. The Police Record Checks Reform Act, passed in December 2015 by a vote of 93-0 at Queen’s Park, will become law on Nov. 1, fundamentally changing the rules around what police can tell prospective employers, volunteer agencies and foreign governments about Ontarians.

The Toronto Police Service botched a sexual assault investigation so badly that the perpetrator was not arrested for five years, when another police force apprehended him for another sexual assault, according to documents obtained by VICE. In 2010, Kissorie Allen, a previously convicted sex offender, forced a woman to perform oral sex on him in an apartment building stairwell after the pair met at a bar, according to court records. After assaulting the woman, Allen pursued her as she tried to escape, fighting with her in the building's elevator, then in the lobby. Allen's criminal record, according to a court decision, included a 2009 sexual assault for "[touching] a woman in the crotch area while walking through a GO train station."

As police services in Western Canada face pressure to end street checks, an Ontario police chief is blaming the province’s crackdown on carding for a rise in violent crime, saying it has “empowered” criminals. In Peel Region, west of Toronto, Police Chief Jennifer Evans told local politicians on Thursday that street-check legislation, brought in by the Ontario Liberal government early last year to end arbitrary or race-based police stops, has restricted how police officers are able to interact with members of the public. Carding is the controversial police practice of collecting information about people they stop to question. Although it has been found to disproportionately target people of colour, some police officers argue they have lost a necessary investigative tool.
