I recently received a phone call from my 19-year-old nephew who wanted to let me know he plans on applying to become an officer with the California Highway Patrol. “I want to be a CHP officer like you.” Instantly, I felt a sense of pride, as my chosen career path has had such a positive impression on him. However, I couldn’t help but question if he is up for the challenge. My concerns were quickly lifted when he explained why he wants to become a CHP officer.

Inappropriate background screening. During the application process for a position with the CHP, the applicant underwent a background screening test. The CHP officer administering the test asked several inappropriate questions, including inquiries about how many sexual partners she had, and whether she found him attractive. Later, that same officer made her uncomfortable by trying to make conversation during her written psychological exam, which she passed. The applicant described her experience to another CHP worker, and he reported it. One of CHP’s investigative officers contacted the applicant and provided her with a citizen’s complaint form so she could give an account of the incident. Notably, that officer did not refer her to anyone in the CHP’s EEO office. Afterwards, the CHP investigated the matter and assured the applicant that it had punished the officer. Even so, the applicant asked the investigative officer to file her citizen’s complaint.
The information sparking the prosecution of 31-year-old Christian Clint Hernandez came to light during the CHP's pre-employment background check. During the application process, Hernandez acknowledged on an employment questionnaire that he had accessed illegal pornography on the Internet and viewed illicit photos of a minor prior to applying for the CHP job, according to the complaint filed in U.S. District Court in downtown Los Angeles.

STOCKTON - An alleged plot among 10 men to overthrow the communist government of Laos involved a scheme to use the California Highway Patrol Academy to train the future regime’s police force. California Highway Patrol spokeswoman Fran Clader said the CHP was contacted by federal investigators who suspect the plot’s organizers - one of them from Stockton - were planning to help the CHP recruit Hmong officers. According to court documents, organizers hoped to call on those officers to “abandon” the CHP after they completed their state-funded training and to provide law enforcement for a new regime.
