The inspector general of the Department of Health and Human Services found the department was not, as of earlier this fall, conducting required FBI fingerprint background checks for the 1,300 staff members overseeing migrant children housed at a Texas facility.
In a memo from the department watchdog Tuesday, the inspector general reported that HHS relied on private contractors with access to less comprehensive data than the more rigorous FBI background check when hiring for the temporary facility in Tornillo, Texas, which sprang up in response to increased need at the border in June. Additionally, the inspectors determined that there are not enough staff clinicians at the facility to provide "adequate mental health care" for the unaccompanied children housed there, according to the memo.

There's a strong indication that the April slow-down is a cyclical phenomenon, rather than a sign that the gun craze is over. In every full year since the FBI started conducting background checks in 1998, April has been slower than March. The slow-downs tend to continue through the summer, and then background checks pick up again in the fall. Background checks are not the same thing as gun sales, but they serve as a proxy. Background checks are conducted by the FBI with every gun purchase from a federally licensed dealer. Since one check can cover a single purchase of multiple guns, and since some purchases are not conducted by federally licensed dealers, the FBI data is not a precise read on gun sales.

Background checks, which the FBI conducts every time someone tries to buy a gun from a federally licensed dealer, rose to 2.6 million in February, according to the bureau. February's total falls short of the record set in December, 2015, when 3.3 million background checks were recorded. The second biggest month was in December, 2012, the month of the Sandy Hook school massacre that killed 26, when the FBI logged 2.8 million checks.

But it's not meant to catch early warning signs like those exhibited by Nikolas Cruz, the man identified as the shooter who allegedly killed 17 at a South Florida high school on Valentine's Day. On Thursday, details emerged about Cruz's extensive presence online. He brandished guns and knives while making racist remarks against Muslims. And, it appears, he even made explicit threats that foreshadowed Wednesday's massacre. He was able to pass the background check because the system screens for certain indicators of past violence, misconduct, and mental health issues — but not all. The scope of review is narrow and would not capture all aspects of Cruz's profile, even if it included explicit, public threats against students and school disciplinary behavior that led to his expulsion from high school.
