Vicente Emilio Guzman Sinco served as the 10th President of the University of the Philippines from 1958 to 1962, with a notable retrospect in preservation of the University’s integrity through intellectual renewal and post-war rebuilding. Sinco established the Foundation University in Dumaguete which was then granted the university charter in 1969, paramount to his vision for accessible and high-quality Filipino education. He is also a distinguished lawyer and former Dean of the UP College of Law from 1953 to 1958, publishing notable books about the law, government, and education, such as the “Education in Philippine Society”. Beyond the university, Sinco once served as the Commissioner of the Office of Foreign Relations, a signatory to the United Nations Charter of 1945, and a delegate to the Constitutional Convention as a first district representative of Negros Oriental in 1971. He was born on April 5, 1894, in Bais, Negros Oriental, and passed away on April 8, 1987, in Manila.
