Heavy equipment operator III Program
Welcome to HEO III program home page.
The HEO III training program encompasses 240 hours of field training across six pieces of heavy equipment, based on operational needs in the employee’s Section and the employee's work classification. 4 Core Equipment types and 2 Elective Equipment types will be selected. The program is self-paced but does have a time limit of 24 months to complete
Equipment training has now been separated into three classification; Maintenance, Traffic, and Tunnel. After reviewing the new HEO III program manual and other materials, locate your classification at the bottom of the page to access the training packets for each classification.

Program Highlights
This program has standard criteria and processes to evaluate and document proficiency of operations in three key areas:
Proper maintenance
Safety and environmental awareness
Effective operations.
Training records will be maintained in the employee’s local files and in the OnBase system at HQ.
Successful completion of training qualifies employees to be eligible for reallocation.
There is no pay differential for successful completion of training alone. Pay increase is contingent on reallocation to an available HEO III position.

Review and meet the qualifications
Follow the enrollment request process
Review the equipment with your corresponding equipment classification (Maintenance, Traffic or Tunnel).
Complete training on 4 Core and 2 Elective pieces of equipment
Use the provided tools to maintain documentation of your progress
Pass the evaluations
Candidate's Supervisor
With the candidate, review the program user's manual and equipment list
Match candidate with a training person
Schedule equipment and training time
Schedule evaluations
Assist with program tracking
LTC-Ops
Evaluate the operation and proficiency on each piece of equipment
Sign the performance evaluation packet
Work with the Section Steward to submit the candidates packet for credit in the LMS

Section program stewards
HEO III Stewards are here to assist any employee interested in the program understand and navigate the HEO III training process. Each Maintenance and Traffic section will have a HEO III steward assigned, and they will work closely with the Human Resources and Training Services teams. Employees with questions on how to enroll in the program, document training, submit training packets, and the reallocation process, should first speak with their sections program steward.
