Since I've seen Death Note first, I would primarily draw parallels between this and that - a very plot-driven story with a villain protagonist scheming for power. Only Frank Underwood isn't out to make the world a better place - he's purely out for power and revenge. Whether or not that makes him a worse person than Light is a good discussion topic...
It's reasonably entertaining if you're into the sort of political drama it provides. Not worth much else; the interesting characters get sidelined and shifted in and out quickly, and the same political games can only be replayed so many times.
