Note that in Washington state and much of the United States, especially in K-12 schools, we use the term "World Languages" (WL) rather than "Foreign Languages" because many of the languages are spoken within our community. World Languages include American Sign Language and indigenous (Native American) languages, as well as English, of course, although we teach English Language Arts (ELA) as a separate subject and use different standards. (In Washington we use the Common Core State Standards.)

Our district uses the State WL Standards, which are adapted from the National WL Standards

World Language Proficiency Standards
Our district aligns proficiency targets to the ACTFL Proficiency Guidelines. The targets set by the World Language teachers in 2010 were:
Level 1 Novice Low to Novice Mid
Level 2 Novice Mid to Novice High
Level 3 Novice High to Intermediate Low
Level 4 Intermediate Low to Intermediate Mid
Level 5 Intermediate Mid to PreAdvanced

World Language Assessment
Our district does not currently have a district-wide assessment for secondary World Language courses. However, we do use a variety of proficiency assessments for World Language Competency-Based Credit Testing. We also use the PLACE test from Avant Assessment to assist with placing students in high school world language classes who have completed 2-3 years of a language in middle school.
Graduating seniors may also qualify for the Seal of Biliteracy.
For classroom-based assessments, we recommend using Integrated Performance Assessments (IPAs). Some resources:
