This adjustment is only made for teams with at least one FBS (I-A) win, so there are other teams (5) that rate lower as opponents, and winning that first game often ends up with the team making this list.  Initially, the number of teams on the list might decrease as strength of schedule becomes more normalized.  However, later in the season, some teams are added as losses greatly outnumber wins.  For example, assuming strength of schedule is constant, a 1-4 team is less likely to be on the list than a 1-11 team would be.
