This is the council of elves. Eleven pure elves, who want to rule Elftown, but the real council in town (see 231) don't allow them and they wont in this century, but they have a little power, the elves in elftown listen more to them than to the real council . One of them also is sitting in the council of nine men. The eleven elves know more about Lethys than anyone from the real council and they if an elf or halfelf in town wants a lawyer it is better to ask here than in the court itself, they can get a better one. They have good contact with the elven forest northwest of the country and also good contact with the other elven places around Kulthea (not dyari). In their meetings they are dresses in green long robes and usually they are dressed in these robes but when they are not in one of these meetings they don't have to dress in the robes.
