Note that several of the Meaningful Use requirements in each Stage in addition to the ones explicitly labeled as 'CDS' fall under the definition of CDS outlined in this toolkit. For example, those related to providing patient education material, creating lists for QI purposes of patients with certain conditions, and others. - Measure 1: Implement five clinical decision support interventions related to four or more clinical quality measures at a relevant point in patient care for the entire EHR reporting period. Absent four clinical quality measures related to an EP’s scope of practice or patient population, the clinical decision support interventions must be related to high-priority health conditions.
- Measure 2: The EP has enabled and implemented the functionality for drug-drug and drug-allergy interaction checks for the entire EHR reporting period.

Meaningful Use Stages*
- Stage 1: Deploy
- “establishing the functionalities in certified EHR technology that will allow for continuous quality improvement…”
- Stage 2: Use
- “…encourage the use of health IT for continuous quality improvement at the point of care”

"Clinical quality measures, or CQMs, are tools that help us measure and track the quality of healthcare services provided by eligible professionals (EPs), eligible hospitals (Ehs) and critical access hospitals (CAHs) within our health care system. These measures use a wide variety of data that are associated with a provider’s ability to deliver high-quality care or relate to long term goals for health care quality. CQMs measure many aspects of patient care including: health outcomes, clinical processes, patient safety, efficient use of healthcare resources, care coordination, patient engagements, population and public health, and clinical guidelines."
