Although Stage 1 focuses on implementing systems and functionality, Meaningful Use is fundamentally about quality improvement. This Toolkit will help Regional Extension Centers (RECs) help providers take next steps in achieving quality improvement goals. RECs can use this material to train REC staff and support provider outreach.
