Special Education

Each teacher should read the Hopkinton School District Special Education Handbook. This handbook is available in the Principal's office.

It is the legal responsibility of all teachers to review and implement the IEPs and 504 plans of every student in your classroom. It is important to respect the confidentiality of all students. It is the expectation of the administration that faculty attend any and all IEP meetings that they are invited to. If a teacher cannot attend a meeting he/she must notify the case manager as soon a possible. A written progress report will be required of all teachers who cannot attend a meeting. The information that faculty members provide in these meetings oftentimes proves to be invaluable towards the identified student's ultimate success. Any communication by a teacher to an identified student's family should be documented and shared with the Case Manager. If a teacher believes a student needs special services, please follow the following referral plan:

Procedures for Considering Special Education Referrals

Either a parent or school personnel can submit a referral (period-cap “the” the Administrator will assign an interim case manager (either an administrator or guidance personnel).

The Interim Case Manager (Special Education Department Head) will notify the parent of the referral in writing and provide them with a copy of the Parental Rights in Special Education Brochure.

The Interim Case Manager will convene a dispositional meeting to review the referral and through the team process, determine what appropriate steps should be taken. (This meeting must take place within 15 days of receipt of the referral.)

The Dispositional Team may include an administrator, guidance, classroom teacher, special education teacher, and other personnel such as the school psychologist. Parents should be invited to participate.

At this meeting, the team must review the referral, overview of student's current performance, past school records, standardized test scores, previous grades and performance, and any other relevant information that has bearing on the student's educational performance.

If the team determines it is appropriate to proceed with an educational evaluation, an evaluation plan should be developed, written prior notice (minutes) should be given to the parent, and written permission from the parent is obtained to proceed with the evaluation.

If it is determined that an evaluation is not appropriate, the team should complete a written prior notice for the parents and provide suggestions for how to assist the student in response to referral issues.

If upon completion of a formal evaluation, a student is determined to be eligible for special education, the Principal will assign a permanent case manager who is responsible for the completion of the evaluation summary and written prior notice.

The Case Manager shall convene an IEP meeting as soon as possible, but no later than 30 days after eligibility is determined in order to develop an individualized education program.
