To Tp or Not to Tp: Is Tping and Other Homecoming Pranks Considered Illegal?

Toilet-papering, or "TP'ing," is a long-standing Homecoming tradition in Reedsburg. A quick look at Webb Avenue this week reveals trees draped in toilet paper, along with other unexpected items like mattresses, a recliner, and even a random toilet.
While TP'ing may be an accepted practice in Reedsburg, is it actually legal? We investigated whether this seemingly harmless prank could lead to legal trouble.
"TP'ing is technically considered illegal because it is littering," said Reedsburg School Resource Officer Marty Pugh. "However, if you have the homeowner's consent, it is not illegal."
Officer Pugh emphasized that while the Reedsburg police understand the fun of Homecoming week, their priority is student safety.
"Homecoming week is supposed to be fun and exciting for kids, but as police officers, it is our job to keep people safe," Pugh said. "When kids are dressed in all black and running around, dangers such as getting hit by a car can occur."
Pugh noted that some pranks are far more unacceptable than others and could lead to stiffer consequences, especially if angry homeowners file complaints and provide evidence.
"Shaving cream, eggs, and other damaging pranks that can leave permanent damage, such as ruining paint and staining property," are considered more serious, Pugh added.
Community members echoed this sentiment, acknowledging the spirit of fun while admitting that certain actions cross the line.
"I think TP'ing is great and a fun way to celebrate Homecoming," said Kat Tobey, a Reedsburg resident who has had her house pranked. "I love that it brings kids together, but what annoys me is when kids egg houses, put stuff in my pool, and bang on my front door."
RAHS students agree that there is a fine line between fun and destructive behavior.
"TP'ing is really fun, and my friends and I always have a blast," said RAHS student Braedyn Pickel ('27). "But I don't like when students write rude messages in people's yards and destroy their property."
In conclusion, TP'ing may seem like harmless fun, but it is important to take into consideration the property you are targeting, the person you are doing it to, and the intent behind your actions. Above all, be safe and respectful.
