Management Appraisal in 2019 has been carried out by Anne Sinclair, who also works with us in the Manaiakalani Group. Anne has now shifted to Wellington due to her husband's health, but has continued to carry out this work for us. We are still happy with the quality of work and coverage we are getting. Thanks Anne.
All staff have been appraised in accordance with the 2019 appraisal & attestation policies and the NZ Teacher Code of Conduct. ERO verified during the year that we were making a good job of this, and were very happy with what they saw. Kent has been a great help in ensuring that we comply well in this area..
All teaching staff are registered or provisionally registered, and provisionally registered teachers have completed the appropriate programme of supervision.
EEO responsibilities have been met and reference and police checks have been made for new staff employed. We have complied with the requirements of the Vulnerable Children's Act.
The 2019 Professional Portfolio Folder contains the attestation information for all our staff, but as you will discover, is permissioned only for those who should have access to it.
The components of Performance Management in 2019 were:
Professional Development this year has been focused on Mathematics and Reading and linked to Manaiakalani. Our external developers have been the DMiC Maths Group. The Reading work has been led internally by our own staff. We have continued to find the work with DMiC very challenging and have been working with their delivery team to get the PLD better customised to our needs.
Our Teacher Inquiry into Practice has been supervised by Kent Somerville, shared with the whole staff and shared publicly on our blogs. Many of these inquiries have focused on Mathematics or Reading.
The Manaiakalani Professional Development was carried out via staff meetings, School Leader PLG's, Principals' PLG's, New to ChromeBook PLG's, Junior Leader PLG's, Digital Intensives and in class facilitation and support from Heather Collins and Fiona Grant.

We have sent 2 or 3 teachers, each term to the Manaiakalani Digital Fluency Intensive.
We have experienced considerable benefit from sending a couple of teachers a term, to Incredible Years training.
During 2019 all staff have been involved in Learn Create Share PLD supplied internally and by Manaiakalani.
Two staff members have been in the Manaiakalani Innovative Teacher Programme this year.
Five staff have been members of the Manaiakalani Class OnAir Team this year.
Four staff were CoL Within or Across Schools Teachers and attended all CoL PLG meetings.
Two staff presented at the Sydney Google Summit.
All staff participated in DMiC & UBRS Training.
All staff participated in PLD for Tapa Sa and Ta Taiako
In June Manaiakalani Principals, Senior Managers and Facilitation Team went on a learning journey to the Far North. This PLD opportunity was immensely valuable and we intend to keep going on these learning journeys together. In particular the Learning Journey this year helped us to focus on the development of a Culturally Responsive Curriculum.
In 2020 we are intending to go on our biennial "ISTE learning journey" which next year is to be held in Los Angeles. We are blessed that 2 of our staff, Hannah West and Danni Stone won Manaiakalani Fellowships to go on this journey and it is our intention to take Kent Somerville as the other Management member of the Team.
We have been very blessed to have been fully staffed all year, even through a severe Teacher Supply Crisis. It hasn't been easy and we've had our choices constrained but we feel very fortunate.
Our staff have once again 'gone the extra mile' coaching and managing sports teams, working after hours and during breaks, running camps and EOTC experiences, all the while trying to raise student achievement and produce acceleration in learning. We are SO blessed.
The support of these staff by our own Management Team, Team Leaders and the Manaiakalani Team of Anne, Heather and Fiona makes a big difference to our capability.
As mentioned in my introduction to this report we have increased stress from the number of traumatised and seriously difficult learners we have to work with.
I wish to thank all staff most sincerely for your commitment to inclusion, compassion, sympathy, patience and love.
It's a tribute to all of you that once again we got through this year without a single exclusion or suspension! Well done indeed.
Toni, Garth, Kent and Andrea; what outstanding people you are to work with!
Your commitment, loyalty love and support is superb and your commitment to making school a place providing rich and safe learning experiences is exemplary.
Kent has proven an extremely capable Acting Principal, whilst Andrea demonstrated absolute capability in her role as Acting AP.
Congratulations Garth and Toni, on jobs really well done and helping us keep the place level, get an outstanding ERO Review and experience many wonderful successes throughout the year.
Digital Learning/Creative Space
Sandy Lagitupu continues this role that she began in 2016
Sandy's work in 2019 has been greatly appreciated and carried out very effectively.

We unhesitatingly recommend the continuance of this Board funding position.
We also recommended the Board continue to fund a Support Staff position to do some of the daily monitoring and management of the school ChromeBook Programme. Shanaiah McCarry has carried out this work under the support of Leigh Flavelle & Fusion Networks. this has been a real success.
Sports
This is our 9th year of having a full time Sports Co-ordinator and it really shows. Some things just get better as they age! Sally continues to excel at developing this very large and successful programme. Our comprehensive sport/PE programme is the envy of many other schools and brings great experiences to our learners and often to their whanau as well. I would like to congratulate Sally for her calmness and grace during sideline challenges, programme changes, inclement weather and crazy sports draws!
Adding support workers Tyson and Timmi has made a great difference to the programme delivery since 2017 and we recommend that along with continuing to fund the programme as a whole, that the Board continues to fund these two extra positions. We note that Tyson, who has found life challenging due to health issues, is a real "die hard" and is a life inspiration for our Tamariki!

Library
Leigh Flavelle as manager and Doreen Fester as Library Assistant, have looked after our again Library in 2019. The Library continues to be well kept and enjoyed by all who use it. It is well used during the day as well as at lunch times. The Library continues to provide a real haven for some children who love books and don't enjoy the hustle and bustle of the out door environment so much.
It is recommended that this Board created solution should continue.

Student Care & Management
This management unit was created in 2005 to be aligned with the development work we wanted to carry out to meet Target #4. Toni Nua carried out this work from 2007 - 2015.
As a result of roll growth, at the end of 2011, our staff recommended that we create a 2nd management responsibility for this same work, but locate it in the Junior School. The Board supported this recommendation and Jody Wild carried this work since that time. This has made an excellent addition to our capacity to care for our students and since the advent of a SWiS in our school has added even more value as we have been able to cohere support around needy students and families.
Angela Moala picked up this work after Jody Wild departed in 2016. All of this worked has helped us and our disadvantaged learners immeasurably. In 2020 I recommend that this resource and role continue, but that as Angela now has responsibilities for Class OnAir as well as CoL Within School Teacher, we add this resource and role to the work of Andrea Tele'a to allow her to function more as a "Dean" in our school.
We recommend that this allocation of resource should continue.

Digital Learning Team/Manaiakalani
Dorothy Burt continued to be located in our school in 2019, having her salary funded by MET and employed directly by Manaiakalani Education Trust. Dorothy has continued her work as a supporter of the Pt England Ambassadors, along with Kent, and Donna, co-ordinator of our visitor programme. We are so grateful to Dorothy for the innovative work she does and for the way she supports so many people across our school and our cluster.
The eNablers Team continued in 2019 to co-ordinate and support the Digital Learning work, Maker Movement, te reo me ona tikanga Maori, family financial support, sport/PE and school technical support. This group has met weekly at 7:30 on Wednesday mornings and has been attended by Garth, Russell, Jackson, Kent, Helen King, Leigh, Sandy, Donna and Sally. This continues to be a very successful co-ordination method and between us we have put on some outstanding events. Our big gigs this year include the School Picnic, Families @ Pt England, the PrizeGivings, Fun Days & large Visitor Occasions.
Maker Space/CRT
Jackson Vogt took over this role in 2016 and since then the programme has just gone from strength to strength!
We have had another wonderful year in the Maker Space, with learners having a really wide range of exciting experiences and challenges.
The Maker space is a real haven at lunchtime for learners who do not experience so much joy playing outside.
This programme has been very beneficial for our school and our children and has grown some really remarkable and effective partnerships which were elaborated in the Curriculum section of this report.

We recommend that this position continue to be supported by our Board of Trustees.
School Network/Tela Laptops/Classroom Desktop Support
In December 2012 the Board approved a management unit for work involved in managing these complex and time consuming areas of work. This unit was awarded to Kent Somerville when he was a classroom teacher. Kent has continued on in this role as Associate Principal and the unit is no longer awarded to a staff member. Kent has done a magnificent job of furthering the technical advancement of Pt England School. Instead of a Management Unit the school now employs a past pupil, Paulitia Peleti as Tier 1 Tech Support for our school. This helps us while it helps Tia pay her way through university.
We recommend the Board continue this role and support.
Special Needs Organisation
During 2019 we continued to have Part Time Special Learning Support Programmes carried out Jenni Clarke and Helen Squires and supported by Child Support Workers. Along side this we had had our anchor programme of Quick 60 . Irene Wilson has carried out this work in 2019 and as in past years, we have found it to be very effective. We have also staffed a repeating Reception Class for New New Entrants. This has also been very successful and we recommend to the Board that we continue with this raft of support.

Support for iPads
Due to roll growth in 2013 we received an extra management unit, which coincided with the proliferation of iPads in our school. We saw the need for a combination of both technical and pedagogical support. Helen King agreed to do this work and for the 1st semester of 2013, did this on a voluntary basis. Subsequent to this we recommended to the Board the continuance of this resource. As our iPad fleet has stabilised at around 350 devices, it is easily apparent that this responsibility and work has not gone away.
We recommend that this resource continue to be applied to this work.
SWiS
We are extremely grateful that at the beginning of 2019 we finally got a really great SWiS worker, Alison Beavan, who has done an absolutely wonderful job in our school this year. Thanks Alison, for your love and support for so many of our tamariki and their whanau. We love working with you!
