A child with a disability can be enrolled in summer learning or ASP and sites or contracted partners are expected to implement reasonable accommodations under Section 504 of the ADA. Often, staff access that information from the accommodations in the student's IEP (individualized education program).
Laws protect students and people with disabilities in the USA
Disabilities vary in intensity and may impact academics, communication behavior and/ or functional skills
Accommodations are required by law to support access for students with disabilities in after-school settings
Reasonableness is determined based on student need, program scope, budget and safety
Support is available in the form of materials and training and sometimes even staffing
Access is a legal right and a critical civil rights issue to interrupt cycles of exclusion and injustice

Q. What is Expanded Learning?
The Expanded Learning Office oversees OUSD before-school, after-school, summerand supplemental learning programs . Expanded Learning programs are funded through state and federal grants and provide free/reduced cost for comprehensive programming across all OUSD schools.
Q. Can my child attend even if they have an IEP or a 504 Plan?
Students with Individualized Education Programs (IEPs) or Section 504 Accommodation Plans (504s) are encouraged to enroll in expanded learning, including after-school programming, however it is important to note that supports and services provided during the school day can be different than in expanded learning programs. Outside of the school day, OUSD is required to provide reasonable accommodations to support students with disabilities.
Q. What are reasonable accommodations?
Accommodations are reasonable if they do not fundamentally alter the purpose and scope of the program, make an essential change in a core element of the curriculum, pose a direct threat of harm to the safety, or cause an undue financial burden to the program. Refer to this guide to understand more about Reasonable Accommodations.
Q. How can I make sure that my child receives reasonable accommodations?
When you complete an application for the expanded learning program, you have the opportunity to share your child’s needs and strengths with the program. Find out about the program expectations and consider how your child will adjust to the program and whether they will need accommodations to participate meaningfully and safely. If the accommodations can be reasonably met, the expanded learning program will provide the accommodations. If the program needs more information from the school, such as IEP records or Behavior Plan, you may be asked to sign a Release of Information in order to allow the school to share information with the expanded learning program program.
Q. What if the accommodations my child requires cannot reasonably be provided?
If the accommodations necessary for your child are determined to be unreasonable, program staff will provide an update to the family within 14 days.
