Go to Settings.
Scroll down and tap Accessibility.
Tap Spoken Content.
Toggle Speak Selection on (grey is off, green is on).
Close Settings.

Open a website.
Touch and hold to select a word.
Select more text by dragging the handles...
or
long touch and slide your finger along the text you want selected.
Select Speak in the black pop-up menu.
Select Pause to stop.
