Career and Technical Education (CTE) combines academic and technical skills with the knowledge and training needed to succeed in high-skill, high-wage, and in-demand careers. CTE prepares students for the workforce by introducing them to workplace competencies in a real-world, applied context. It complements traditional education by helping students develop practical skills. CTE links secondary and postsecondary education in a sequences series of courses, aligns curriculum with industry-validated standards, and provides hands-on, work-based learning experiences that enable students to apply their skills.
Jubilee Academies currently serves approximately 2,000 students in grades 7-12 district-wide; Most of these students are enrolled in CTE programs. Based on this enrollment number, Jubilee Academies exceeds the minimum state requirement for three programs of study. Jubilee uses the SchooLinks platform to create four-year high school plans to include coherent course sequencing for students leading up to industry-based certifications. Jubilee Academies offers level one Principles courses and Project Lead the Way at the middle school level. Programs of study offered are Graphic Design and Multimedia Arts, Culinary Arts, Law Enforcement, Nursing Science, Teaching and Training, and Engineering.
The Jubilee Academies four high school campuses partner with Texas State Technical College for the Medical Office Specialist, Digital Media, and Accounting programs. Jubilee Academies also partners with Texas Southmost College in Brownsville for the Auto Body, Auto Mechanics Technology, Construction Technology, and HVAC programs. In San Antonio, Jubilee Academies partners with Alamo Academies for the Advanced Technology Manufacturing, Aerospace, Diesel Technology, Information Technology and Health Professions programs.
In the 2018-2019 school year, Jubilee academies established an advisory council to guide the planning, roll-out, and implementation of CTE programs throughout the district. The advisory council meets at least twice each year.
The top four CTE priorities over the next four years are focused on the planning and carry out of elements that support the implementation and development of CTE Programs of Study that result in increasing student achievement of local levels of performance. These priorities include:
Jubilee will provide opportunities to obtain industry based certifications that align with high-skill, high-wage, and in-demand occupations while increasing accountability scores.
Jubilee will continue to build partnerships with business and industry for program alignment, internships, practicums and job shadow opportunities for high-skill, high-wage, and in-demand industry sectors and occupations.
Jubilee will enhance collaboration among the CTE department and Reading/Language Arts, Mathematics, and Science departments for core subject integration to ensure alignment to core standards and rigorous programs of study.
Jubilee will implement programs which align with the top three clusters per region.
District CTE meetings are scheduled once a month during the school year. These meetings cover district, state, and/or national CTE updates.
All CTE teachers are REQUIRED to be in attendance during these once a month CTE virtual meetings. These events are scheduled on the 4th Thursday of every month, and are found on the CTE CALENDAR. Make sure you have added the CTE Calendar to your Google Calendar and avoid setting up other appointments during these scheduled meetings.
Note: November and December meetings are scheduled on alternative days due to holidays.
The purpose of the CTE stipend is to provide teachers with an incentive for high performance in areas critical to the success of the CTE department and our CTE programs. An employee does not have a property right to a stipend and all stipends are authorized on a year-to-year basis.
Qualifications
To qualify for a CTE stipend, an employee must meet the following criteria:
An employee has to be an active employee at the time of payout.
An employee must be a full-time Jubilee Academies teacher with the majority of course assignments being CTE , 6th grade PLTW (local service ID 82900DME or 80800CTE) , or a combination of CTE and 6th grade PLTW.
A Statement of Understanding must be filled out PRIOR to the activity.

Middle School and High School CTE Stipend
$5,500 annualized
Industry-Based Certification Stipend (High School Only)
An additional payout, up to $2,000, may be paid out by July 31st (High School ONLY), based on Industry-Based Certification earned rates at the end of the year. All practicum students and level 3 seniors are required to test. The only exceptions are as follow:
1. Student(s) withdrew from Jubilee before the end of the school year.
2. Student(s) with special needs or modifications in their learning plans, who have been recommended NOT to test by a committee. Committee will consist of school counselor, special education teacher, bilingual department representative, CTE teacher, campus principal, CTE lead team, and parent.
3. Law Enforcement students(s) or Teaching and Training student(s) who turn 18 after June 1, 2024.

70% - 74.99% IBC earned rate = $500
75% - 84.99% IBC earned rate = $1,000
85% - 94.99% IBC earned rate = $1,500
95% - 100% IBC earned rate = $2,000
*The IBC Earned Rate is calculated by dividing the number of graduating juniors and seniors in a level 3 or 4 CTE course who earned their TEA-recognized IBC for the program of study by the total graduating juniors and seniors in level 3 or 4 CTE courses, whom do not meet one of the exceptions listed above, within the instructor's program of study.
**Only graduating students who test will be factored into the stipend earned rate.
*** Earned indicates a complete Industry Based Certification, and not just a component of the IBC (ie. Passing an exam does not necessarily equal earning an IBC. Student must meet all requirements and have officially earned their IBC).
**** Students must have earned their IBC by July 1, 2024.
Industry-Based Certification Stipend (Nursing Science and Law Enforcement)
The passing rate percentages in this SOU were based on the following factors outside of classroom hours:
Time commitment from teachers to help students meet IBC qualifications
Application and Test processing time including documentation preparations for each student
Coordination of Practicum rotations and field experiences outside of school
Frequency of parent meetings and information sessions

Dual credit courses give high school students a chance to receive credit at participating community colleges across Texas for taking high school technical courses. Approved courses and their college equivalent are listed in the Advanced Technical Credit (ATC) Course Crosswalk. The participating colleges have agreed to offer students credit for these courses, provided the college offers the course and the student meets certain criteria. The teacher of the course must meet the ATC teacher requirements, go through ATC training, and teach a course enhanced to meet the content of the equivalent college course.
How to get started in Teaching Dual Credit
High school teachers interested in offering a Dual Credit course must contact the college department chair either by phone or email. The college requirements are lengthy, so plan ahead. Reach out to the CTE district staff to discuss the process and ask any questions you might have. The CTE teacher, CTE director, and college department chair are responsible for developing a formal agreement called a Memorandum of Understanding (MOU).
