Create a school and division culture that values literacy

      • Roll-out the literacy plan

      • Embed connections to literacy in all in-house professional learning opportunities

      • Leverage your school librarian to support and develop literacy

      • Explore relationships with Henrico County Public Library to provide access to multiple formats of texts and databases

      • Explore transitioning traditional library spaces to a Library Learning Commons model

      • Provide the HCPS School Board with an annual update on the progress towards stated outcomes


Support the implementation of evidence-based instructional strategies and curriculum

      • Implement professional learning that supports

          • the use of core resources for elementary whole class instruction, guided reading and phonemic awareness

          • the implementation of a systematic phonics and word knowledge curriculum in K-3 classes

          • the use of classroom libraries in middle schools

          • the use of text sets as core resources in high schools

          • the integration of literacy into content areas

          • the use of the core intervention resources and assessments

      • Develop and/or continue to invest in core resources

          • Investigate options for elementary writing instruction

          • Explore resources that support middle school instruction

          • Purchase non-fiction text for middle school classroom libraries

          • Purchase additional text sets for high school

      • Develop a Central Professional Collection Library to extend access to professional texts and resources.


Improve consistency in the use and analysis of balanced assessments

      • Review current literacy assessments

      • Ensure there are sufficient materials and procedures in place

      • Design a systematic way to collect elementary reading level data and targeted secondary reading data

      • Continue the strategic use of performance tasks in English and Social Studies while increasing use of strategic performance tasks that draw upon literacy skills in other high school content areas.

      • Begin to strategically use performance tasks that draw upon literacy skills in middle school

      • Expand the use of performance tasks in grades 4-5


Increase access to diverse and authentic text

      • Work to bring School Library Collections up to minimum (emerging standards)

      • Examine school library collections to identify gaps and ensure equitable access to diverse and authentic texts

      • Provide multiplicity of texts for personalized learning and choice reading

      • Explore alternative organization of library collections to make text more discoverable
