All plans should be housed in ECATS, Early Warning System. These plans document the specific reading/math/behavior skill deficiencies of a student who has demonstrated difficulty with reading/math/behavior development and includes the interventions that the student will receive to address the reading/math/behavior skill deficiencies. IRPs are required by G.S. 115C-83.6B.
In ECATS, IIP/IRPs will be created and monitored for students who follow one of these criterias.
Being retained in current grade level
Identified for possible retention at the end of the 2nd quarter
Identified as “at risk” using district/school data-decision rules
Teacher and/or administrator’s discretion (professional judgment).
Referred to SAT
Homeless (Behavior/SEL area if no academic concerns)
Students with an IIP/IRP should be included in the Team- Initiated Problem Solving (TIPS) model which should take place in PLC/PLTs. All parties involved in the student’s IIP/IRP should be present to discuss progress. Problem solving by these staff members should take place at least once per month and all information should be documented on the TIPS meeting minutes form regularly.
Schools need to have a designee(s) who oversee(s) the development, implementation and monitoring of IIP/IRPs. Each school should have a Comprehensive Digital Data Notebook. The school can create their own spreadsheet (but it must be approved) or a template can be provided. All students who have an IIP/IRP created must be listed on the Comprehensive Digital Data Notebook. The district will monitor the quality of IIP/IRPs using the names from the Comprehensive Digital Data Notebook and provide feedback to the schools. Dates for school and district monitoring are as follows:
Students who are identified at the supplemental or intensive tiers must have a current IIP/IRP and the parent must be notified by written communication using the District HCS MTSS Parent Letter.
Progress monitoring data should be inputted into the system every two weeks for supplemental and every week for intensive. Plan reviews and logging intervention should be done by the dates below.
Students who receive an Identification for Retention Letter at the end of the second quarter should have an intervention plan in place. Students cannot be recommended for retention without an IIP/IRP.
Any student referred to the Problem Solving Team or SAT must have completed at least 6-8 weeks of interventions that are documented in the TIPs document and on an IIP/IRP along with adequate progress monitoring to document rate of response to intervention.
Students being referred to the Problem-solving Team or SAT should be receiving Tier 3 interventions. Any student who receives a Letter B - Identification for Possible Retention letter at the end of the second quarter should have an IIP/IRP started.
