Gender and Development (GAD)
The Gender and Development (GAD) program of DepEd-NCR is a comprehensive strategy that aims to foster gender equality and inclusion in education. It attempts to eliminate gender-based discrimination, empower women and girls, and create an environment that promotes equitable opportunity for all through policy frameworks, gender-responsive PPAs, improved facilities, awareness campaigns, and capacity-building initiatives. This program shows the department's commitment to creating every school and DepEd office in NCR a safe space for all.

DepEd NCR Launches Gender Equality Workshop for Policy and Data Empowerment
To advance gender-responsive education in line with RA 9710 (Magna Carta of Women) and DepEd’s Gender-Responsive Basic Education Policy (Order No. 32, s. 2017), the Human Resource and Development Division–National Educators Academy of the Philippines is hosting a capacity building workshop from July 24–26, 2025 at Monaco Hotel, Taytay, Rizal.
This training targets SDO GAD Focal Persons and GAD champions, sharpening their policy analysis skills and enhancing gender-sensitive data collection through disaggregation and analysis. Participants will craft policy recommendations and examine data from DepEd NCR’s GAD Training Needs Assessment to shape future capacity-building programs from 2025 to 2027.
Successful attendees will receive certificates, reinforcing DepEd’s dedication to inclusive and equitable education.

Let's collaborate to enhance the impact and intentionality of our Gender and Development (GAD) programs. As part of our region's gender mainstreaming efforts, DepEd NCR aims to identify the training needs of the GAD Focal Point System across the regional office and the 16 school division offices.
The results of this Training Needs Assessment (TNA) will be used as a guide to design a targeted capacity-building program, ensuring that our initiatives effectively respond to the needs of our stakeholders.

2025 National Women’s Month Celebration
DepEd NCR along with the 16 Schools Division Offices joins the commemoration of the 2025 National Women’s Month Celebration (NWMC), which honors women for their invaluable contribution in every sphere and at every level of governance in the Department of Education.
This year’s celebration will continue to support the administration’s brand of governance and leadership, aligning with the rallying cry for an all-inclusive plan for economic and social transformation. The 2025 NWMC carries the sub-theme: Babae sa Lahat ng Sektor, Aangat ang Bukas sa Bagong Pilipinas”. This embodies a sense of optimism and hope, symbolizing a future where women’s lives are truly uplifted.

Observance of the 18-Day Campaign to end Violence Against Women and Children (VAWC)
Violence Against Women and Children (VAWC) is a widespread problem in the Philippines, including physical, sexual, psychological, and economic abuse. Republic Act No. 9262, also known as the Anti-Violence Against Women and Their Children Act of 2004, was enacted in order to protect victims and punish perpetrators.
In 2022, the Philippine Statistics Authority National Demographic and Health Survey (NDHS) found out that 17.5% of Filipino women aged 15 to 49 have suffered physical, sexual, or emotional abuse from their romantic partners. As of 2021, there have been 8,399 reports of physical assault, 1,791 of rape, and 1,505 of lascivious behavior. It is concerning that VAW continues to exist despite efforts to solve the issue. With this, the Department of Education made several initiatives to address violence against women and children, which include:
The establishment of a Child Protection Committee (CPC) both in public and private schools through the issuance of DepEd Order No. 40, s. 2021. This policy reiterates DepEd’s zero-tolerance policy for abuse, exploitation, violence, discrimination, bullying, and other forms of abuse.
-Issuance of DepEd Order No. 55, s. 2023 as a response to R.A. 10627
-Implementation of DepEd Guidelines and Procedures on the Management of Children-At-Risk and Children in Conflict with the Law, or DepEd Order No. 18, s. 2015
-Observance of the 18-Day Campaign to End Violence Against Women and Children (VAWC)

2024 National Women's Month
As the Region continues to uphold its commitment to empowering women and providing safe space for everyone, DepEd NCR joins the celebration of the 2024 National Women's Month with the theme, "Lipunang patas sa Bagong Pilipinas: Kakayahan ng Kababaihan, Patutunayan!" This year's theme calls for a Bagong Pilipinas where women are given equitable opportunities and not hindered by gender biases and discriminatory stereotypes. Furthermore, it aims to showcase and harness the full potential of women and girls by actively engaging in and reaping the benefits of national growth and development. To support this, we will champion the five priorities of the Region. That regardless of background, culture, or identity, we will help keep school-age children in schools, improve the foundational skills of learners, adhere to equal opportunity principles in capacitating school heads and teachers, ensure a safe and learner-centered environment, and strengthen governance by ensuring that we incorporate gender mainstreaming in our processes and PPAs.
