The Human Resource Development Division - National Educators Academy of the Philippines is one of the functional divisions in the National Capital Region. The mandate of the division is to ensure that the RO and SDO teaching, teaching-related, and non-teaching personnel, and school leaders are committed and competent to do their assigned job and fulfill respectively key results area. HRDD-NEAP shall envision that all personnel are effective and efficient by addressing their needs through the implementation of strategic Human Resource (HR) systems through improved professional competencies.

The office has eight (8) key result areas namely: HRD Policy/Guidelines and Plans, Induction Program, Professional Learning and Development, Employee Welfare, Rewards and Recognition, Performance Management, Office Administration and Performance Management and Regional NEAP Management and Operation. In the DepEd Quality Management System, there are five (5) Core Processes and five (5) Support Processes.
