CloudPCR works offline.
EMS is a mobile industry that works with there is no cell service, electricity, etc. EMS providers need their PCR to work at all times. Not all PCRs are offline or work seamlessly offline.

ESO is offline but you must use expensive windows devices. ESO also has a track record of dropping data if the server doesn't sync properly.
EMS Charts says they are offline and lots of other things, but they are 3 different platforms smushed together. Typically the offline module doesn't submit, so you still have to come back to base to submit.
AngelTrax you have to go back to base and plug it into a desktop with a thumb drive. And if you loose internet while charting it looses data.
