Conflict Resolution and Bullying Prevention

What is Bullying?

Bullying is defined in New Hampshire State Law within RSA 193-F, Pupil Safety and Violence Prevention Act, and in Bedford School District Policy JICD. Since not all conflicts fit the definition of bullying, it is important that you know how bullying is defined.

  • Bullying is NOT kids who quarrel, kids who have disagreements or arguments, or kids who don’t get along or like one another.

  • Bullying can be a single significant incident or a pattern of incidents.

  • Bullying is directed at a student by a student.

  • Bullying can have any of the following effects:

    • Physically harms the student

    • Damages the student’s property

    • Causes emotional distress

    • Interferes with a student’s educational opportunities

    • Creates a hostile educational environment

    • Substantially disrupts the orderly operation of the school

  • Bullying must include actions motivated by an imbalance of power

  • Bullying can happen outside of school including through social media

What is Conflict?

Conflicts occur in various environments, including on school grounds in classrooms, the cafeteria, a sports field, the playground or the bus. A conflict is a sharp disagreement, including struggles related to needs, drives, interests or ideas that are either not compatible or are in opposition to each other. The Bedford School District seeks to avoid conflicts between students by educating students and providing targeted interventions.
