The General Assembly, Having met in special session at the request of the representative of Chad to prepare for the consideration of the question of determining the most efficacious use of the 3 billion dollars (US) the UN has set aside for extant global issues.  

Having constituted a Special Committee and instructed it to investigate all questions and issues relevant to the current challenges, and to prepare proposals for the solution of the problem, and

Having received and heard petitions from all of the members states,

Considers that the present situation(s) of  __________________________________is/are one which is likely to impair the general welfare of our globe;

Thereby the General Assembly would like to distrtibute the 3.0 billion US dollars in the following manner:
