DFARS - Defense Federal Acquisition Regulation Supplement - Regulations specific to the DoD
EAR - Export Administration Regulations - Regulates dual-use items not covered by ITAR, but still applies to some defense-related items.

ITAR - International Traffic in Arms Regulations - Regulates the sale, distribution, and manufacturing of defense-related items.
LINK+LICENSE+LAUNCH - Doesn't actually stand for anything - A team dedicated to "supporting" all aspects of corporate partnerships from research collaborations, to corporate giving, to technology commercialization and start-ups. We are a one stop shop for industry from discovery to market.
LOE - Level of Effort - Instead of time cards Virginia Tech salaried employees work a percent level of effort for each fund. This percentage is often assumed to be out of 40 hours per week, but can be for more or less depending on the individual employee's circumstances.
LOG - Letter of Guarantee - A way to set up a fund number while working at-risk either during contract negotiation or extend funding on an existing number while waiting for an extension to an existing contract.
MSD - Mission Systems Division
NCE - No Cost Extension (No Cost Time Extension) - Sponsor agrees to modify the contract to add time to the period of performance, but not increase funding.
NEC - North End Center - Building in Blacksburg that houses OSP, HR, and other administrative functions of the university. Many trainings take place here under normal circumstances.
ODIR - Office of Executive Director
OESRC - Office of Export and Secure Research Compliance - Office that supports all restricted research within the university to ensure we meet regulations for handling of controlled information/technology. Houses the Export Compliance Office and Security Management Office (SMO).
OSP - Office of Sponsored Programs - The office that manages the pre-award, post-award, and contract negotiation functions of the university.
OVPRI - Office of the Vice President for Research and Innovation - Houses the research institutes and centers of Virginia Tech
P10 - Paper form needed in order to make changes to the level of effort for an external faculty member. Must be signed by the faculty's home organization.
PAN - Project Authorization Notice - The PAN is issued by OSP upon execution of award and revised as needed over time. The PAN contains basic information about the contract including period of performance, contract type, indirect rate, funding amount/breakdown, sponsor (if allowed), and documents including the contract itself (if not restricted).
PAR - Personnel Activity Report - This report must be certified by each faculty member three times per year acknowledging the percent level of effort that was worked for the prior semester. A PAR is issued for every Fall and Spring semester, and also for summer.
PDR - Preliminary Design Review - Review with sponsor of preliminary design for the technology that is being developed on a program
PI - Principal Investigator - The person who owns the specific research task in question/generally calls the shots in the direction of the project

PO - Purchase Order - A type of contract issued by a sponsor to buy our services
POP - Period of Performance - Segment of time during which research is to be executed.
RB 1311 - Research Building 1311 - Houses the Hume Center's Blacksburg location
SBIR - Small Business Innovation Research - Does not require the participation of a non-profit. Up to 33% of the work can be contracted out in the base period, this increases to 50% in Phase II.
SDD - Spectrum Dominance Division
SMC - Senior Military College - VT is one of six colleges that offer military Reserve Officers' Training Corp (ROTC) programs under 10 USC 2111a(f). The other five are Norwich University, Texas A&M, The Citadel, VMI and University of North Georgia
SPAF - Sponsored Programs Approval Form - A defunct pre-award system that was replaced by Summit - some people still refer to the Summit entry as a SPAF.
STTR - Small Business Technology Transfer - Requires the small business to partner/collaborate with a U.S. non-profit research institution. Up to 60% of the work can be contracted out.
T&Cs - Terms and Conditions
TCP - Technology Control Plan - A plan that must be signed by each member of a restricted project prior to beginning work on that project. This plan is meant to help guide researchers in appropriate handling of restricted information/technology.
TRL - Technology Readiness Level
TO - Task Order - A task issued under a larger contract vehicle.
UCA - Undefinitized Contract Action - An agreement that allows the contractor to invoice against it while terms and conditions of the contract are still in negotiation.
UGRA - Undergraduate Research Assistant - These are undergraduate students - either wage, volunteer, or for credit - who work on a research project. The usual expectation is around 10 hours/week.
