Municipal Budget
Each year, the Rutland Village Council adopts a municipal budget for the Village of Rutland. This budget, officially the Permanent Appropriations Ordinance, sets aside a specific amount of public funds for various public purposes, ranging from police protection to recreational services. The amounts set aside in the municipal budget is the legal limit of spending for Village departments and offices. These amounts, however, cannot exceed the estimated resources. The municipal budget is enforced and implemented by the Mayor, and administered and audited by the Village Clerk-Fiscal Officer.
The Village of Rutland receives revenue through the following revenue sources:
Municipal Income Tax
Property Tax
Fines, Licenses and Permits
State Shared Taxes and Permits
Intergovernmental (Grant and Loan)
Miscelleneous Contributions and Receipts
Earnings on Investments
Cash revenue is received daily by the Office of the Clerk-Fiscal Officer and posted to the appropriate fund, which is determined by both the Ohio Revised Code and the Rutland Municipal Code.
Materials or services for Village operations are obtained through a requisition and purchase order system. When materials or services are warranted, the responsible department will submit a requisition to the Office of the Clerk-Fiscal Officer for the acquisition of the material or service. If public funds are available for the purchase, the Clerk-Fiscal Officer will issue a certificate, or purchase order, authorizing the purchase.
