Welcome
The Rutland Village Council serves as the legislative authority of the Village. Comprised of six members elected by the voters of the municipality, the Village Council is headed by the Mayor, who serves as ex-officio President of Council. Records of the Village Council are maintained by the Village Clerk-Fiscal Officer, who serves as ex-officio Clerk of Council.
The Village Council is responsible for approving the annual fiscal budget, authorizing public contracts and all disposition of public property, confirming appointments and removals made by the Mayor, approving legislation and conducting oversight of the spending of public funds.
Members of the Village Council regularly convene the second Monday monthly at 7:00 p.m. in Council Chambers at Rutland Civic Center. Citizens, merchants, organizations and visitors alike are encouraged and welcomed to participate in all public sessions of the Village Council.

Legislation and Proceedings
Access Ordinances, Resolutions and Journals of the Village Council.As the legislative authority of the Village of Rutland, the Rutland Village Council passes legislation governing the affairs of the Village as well as enacting local laws to preserve the public health, safety, and general welfare. Legislation of the Village Council includes Council resolutions and municipal ordinances. Resolutions are adopted for internal governance, or for measures that are special or temporary. Ordinances are passed to enact a local law, appropriate or transfer public funds, sale or transfer property, and grant easements, rights and franchises.
Meetings of the Rutland Village Council are journalized and appended to the Official Records of Proceedings, which are retained in the Office of the Village Fiscal Officer. The Official Records of Proceedings reflect all motions, legislative actions and official business transacted by the Village Council. Entries in the Official Records of Proceedings will be provided below, organized by year. All records of proceedings prior to 2020, and those not yet uploaded, may be accessed in person at Village Hall during regular business hours.

Rutland Municipal Code
Access the local laws of the Village of Rutland.The Rutland Municipal Code reflects the local laws of the Village of Rutland. The Rutland Municipal Code is adopted and published annually by the Rutland Village Council. Ordinances which adopt a local law are codified, or inserted, into the Rutland Municipal Code. Ordinances passed by the Rutland Village Council prior to 2020 remain uncodified, or uninserted, into the Rutland Municipal Code. All ordinances passed by the Village Council are entered to the Official Records of Ordinances.

Village Council Sessions
View video recordings of meetings and access agendas.The Rutland Village Council implemented the session livestream program in 2021 to provide an opportunity for those unable to attend public meetings to view a video recording of the meeting in addition to having records of proceedings accessible for review. The Village is currently working to complete the Village website database for all livestreamed sessions of Village Council. As always, sessions of the Rutland Village Council are livestreamed via the official Village Facebook account at www.facebook.com/villageofrutland. Viewers are not required to have a Facebook account to view the session livestream.
