The Village Clerk-Fiscal Officer is the custodian of the public records of the Mayor and Village Council. In this role, the Village Clerk-Fiscal Officer keeps an accurate account of all appropriations of public funds; fund balances; warrants drawn from the Village Treasury; revenues; executive orders issued by the Mayor; ordinances, resolutions and records of proceedings of the Village Council and proclamations issued in the name of the Village. The Office of the Village Clerk-Fiscal Officer regularly publishes these records online, which can be accessed via the links provided below. It is important to note, however, public records dated prior to January 1, 2020, are not currently published online. Please, contact the Office of the Village Clerk-Fiscal Officer to access these records.
Ledger
The Office of the Clerk-Fiscal Officer utilizes the government industry-standard Uniform Accounting Network for the management of the accounting and financial transactions of the Village of Rutland.
In the Public Records Portal, the Ledger contains reports on appropriations, expenditures and balances of public funds, along with revenues, for public review and fiscal transparency.
Mayor's Journal
The Mayor's Journal contains all entries of executive orders and proclamations issued by the Mayor. The Mayor's Journal should not be confused with the Mayor's Court Journal, or Magistrate's Journal, which contains all entries of motions filed in and orders decreed by the Rutland Mayor's Court.
Record of Ordinances
The Record of Ordinances contains all ordinances passed by the Rutland Village Council. Through the Public Records Portal, the general public can access bills and ordinances by sponsor and view actions, important dates and versions of bills as they move through the legislative process.
Record of Proceedings
The Record of Proceedings, or Council Journal, contains a record of all proceedings of the Rutland Village Council, along with all boards, committees and commissions of the Village of Rutland.
Record of Resolutions
The Record of Resolutions contains all resolutions passed by the Rutland Village Council. Through the Public Records Portal, the general public can access bills and resolutions by sponsor and view actions, important dates and versions of bills as they move through the legislative process.
Records Prior to 2020
Ledger and journal records, along with ordinances and resolutions, filed prior to January 1, 2020 are not published through this portal.
